The Human Resources Generalist is a key member of the HR Team and will have responsibility for developing, revising, and administering HR programs necessary to create the best work environment possible. Will often act as a strategic business partner and change agent to local management in the development, implementation and coordination of policies and HR programs across the full spectrum of functional areas to include: departmental development; Human Resource Information Systems (HRIS); human resources policies, procedures and programs; recruitment and talent management;employee relations; employee engagement and rewards; labor relations; training and development; benefits; compensation; organizational development; safety; workers compensation; compliance; and records management. This position routinely interacts with shareholders and employees or staff at all levels of the organization. Routinely expected to exercise independent judgment and discretion.
ESSENTIAL DUTIES & RESPONSIBILITIES
Collaborate with the HR Director to plan, develop, organize, implement and evaluate the organization’s human resources functions and performance.
Assist in evaluation of reports, decisions, and results of department in relation to established goals.
Recommend new approaches, policies, and procedures to effect continual improvements in efficiency of department and services performed.
Work with key leaders within the organization on various HR projects and objectives.
Partner to continually improve the culture through priorities such as employee engagement/involvement, employee and leadership development and increasing the capability and capacity of managers and employees.
As part of the HR Team, must be able to: contribute to and lead the execution of organizational plans, strategies, and partner on activities, share focal roles and provide visibility and metrics; develop and/or implement integrated HR initiatives and solutions to deploy and administer HR programs, policies, practices and processes.
Provide advice and counsel to managers and/or employees on individual or group HR issues/situations.
Serve as a link between management and employees by handling questions, interpreting and administering policies and helping resolve work-related problems.
Assist in the development and maintenance of affirmative action program, annual filing of EEO-1 and VETS100 reports, and maintains other records, reports, and logs to conform to EEO regulations.
Update, coordinate and facilitate new employee orientation to foster positive attitude toward organizational objectives.
In performing above duties, may be called upon for the following tasks or activities:
Manage workman’s compensation claims for accurate handling, claim closure and cost containment.
Support Management team in daily administration of safety program. Track incidents and maintain proactive safety program.
Administer OSHA and safety policies, communication and compliance issues with location.
Prepare OSHA 300 log
Coordinate Safety Training.
Assure Material Safety Data Sheet (MSDS) records are accessible.
Assist in overseeing and administering the recruiting process, including creation of internal and external advertising, administration (requisition management), interviewing, job offers, and pre-employment requirements.
Assist with the scheduling of temporary staffing resources through staffing agencies.
Maintain and update records in HRIS.
Able to conduct employee investigations (i.e., fact finding, complaints, concerns) and render reports or appropriate responses.
May be called upon to administer or assist in the administration of the company drug programs including DOT and Non-DOT random testing. Coordinate with Drug testing company to set pre-employment tests for new hires and recruiting missions.
Reconcile the drug testing and background check bills.
May run background checks on new hires.
NON - ESSENTIAL DUTIES & RESPONSIBILITIES
Act as a back up to various HR positions as needed.
Other duties as assigned.
Job Requirements :
Required:
Minimum of a Bachelor's degree or equivalent in Human Resources, Business, or Organization Development or equivalent.
Five (5) or more years of progressive leadership experience in Human Resources positions in several functional areas.
Must have some familiarity with federal and state employment laws, processes, and procedures and have a desire to deepen both knowledge and experience including but not limited to OFCCP.
Previous experience in a multi company environment doing business with the federal government
Knowledge and proficient in the usage of computers, especially Microsoft Suite (i.e., Word, Excel, Outlook, PowerPoint).
Ability to demonstrate good communication, interpersonal, motivational, and organizational skills.
Ability to work in a fast paced environment managing a multitude of tasks.
Ability to maintain strict confidentiality of sensitive and proprietary data and meet required deadlines.
Thorough knowledge of the Human Resources disciplines and best practices; applicable Federal and state employment law such as Title VII, EEOC, ADEA, FMLA, SCA, DBA, US DOLHour & Wage, USERRA, ADA, ERISA, and FLSA.
Preferred:
Professional in Human Resources (PHR) certification.
Specialized training in employment law, compensation, organizational planning, organization development, employee relations, safety, training, and preventive labor relations, or a combination hereof.
Prior experience with HRIS data management, preferably Deltek CostPoint.
Prior experience dealing with or working in a union environment.
Prior experience working with an Alaska Native Corporation or ample knowledge of Alaska Native culture.
Knowledge, Skills and Abilities:
Maintain a thorough understanding of employment regulations, industry trends, current practices, new developments, applicable laws, and employment legislation pertaining to all personnel matters, and various federal requirements
Knowledge of business and management principles involved in strategic planning, resource allocation, human resources modeling, leadership technique, production methods, and coordination of people and resources.
Use logic and reasoning to identify strengths and weaknesses of alternative solutions, and provide conclusions or approaches to the job.
Knowledge of principles and procedures for recruitment, talent management, selection, training, compensation and benefits, and human resources information systems.
Knowledge of principles and processes for providing customer and personal services. This includes customer needs assessment, meeting quality standards for services, and evaluation of customer satisfaction.
Must have superior customer service skills.
Must be able to effectively communicate with employees and outside vendors.
Knowledge of laws, legal codes, court procedures, precedents, government regulations, executive orders and agency rules.
Ability to organize tasks to ensure that all deadlines are met.
Must be able to discover and see compliance problems that may arise in the corporation and bring the concern to management’s attention for action.
Must be able to interpret complex documents and formulate an opinion, such as Collective Bargaining Agreements.
Must have the ability to listen and understand employee concerns and formulate a decision to resolve the issues.
Ability to work effectively with a diverse population of employees including all levels of executive, management and staff.
Excellent oral and written communication skills.
Familiar with DOT regulations and drug testing regulations.
Must have proficient skills in Microsoft suite based programs.

Job is performed in a modern office setting with exposure to computer screens and requires extensive use of a computer, keyboard, mouse and multi-line telephone system.

May be delegated departmental oversight in Director’s absence or supervision of staff.
