Nature of Work
Performs professional and managerial work with primary responsibility for the City's centralized Division of Human Resources Management. Responsible for the development and administration of programs relating to wage and classification, employment and recruitment, labor relations, union contract negotiations, employee benefit plans, personnel records management, training, employee services, occupational health services, wellness and Civil Service/test validation and development. Formulates/Revises and implements personnel policies and procedures. Exercises considerable initiative and independent judgment in the resolution of problems, policy interpretation, and administration of personnel programs. Work is performed under the direction of the Deputy Chief Administrator Officer and performance is reviewed through conferences, analysis of reports submitted, and evaluation of Division accomplishments.
Work Performed
Provides assistance/advice to City managers regarding reorganizations, job design/redesign, job evaluation, recruitment, disciplinary actions, and applicable City policies and union contracts.
Acts as the City's ADA Coordinator.
Plans, directs and participates in the development and administration of the City's classification and compensation plans. Reviews and approves related actions.
Plans and supervises a program of position recruitment and employment processing to fill vacancies. Provide professional/technical support to staff as needed.
Formulates and revises internal operating procedures, City policies, and programs that related to the operation of the Division. Implements and interpret City policies. Provide training on new programs.
Plans and directs the maintenance of all personnel records (including processing of personnel transactions) through development and implementation of systems, forms, policies, and procedures.
Conducts studies to evaluate and improve classification and pay practices, employment/hiring practices, personnel rules and regulations. Interprets data and formulates recommendations.
Develops and updates the Division's goals and objectives; establishes and maintains standards. Prepares and administers Division's program operating budget.
Determines the selection, training, performance appraisal ratings, promotion, transfer, discipline and termination of employees.
Attends various committee meetings as representative of the Division. (i.e., Personnel Services Committee, Budget Review Committee, Position Evaluation Committee, Purchasing Committees, etc.) as needed.
Provides oversite to oeccupational health services and wellness programs.
Performs other studies and special project.
Formulates and supervises development of Citywide training plan/calendar.
Supervises sworn police/fire hiring and promotional test development administration.
Performs other related duties as assigned.
Knowledge, Skills and Abilities
Considerable knowledge of the principles, practices, and procedures relating to all aspects of human resource management (i.e., recruitment, wage and salary, administration, performance appraisal, employee benefits, and training).
Knowledge of local, state, and federal regulations relating to worker's compensation, equal employment opportunity, affirmative action, wage and hour pay practices, and the Americans with Disabilities Act (ADA).
Knowledge of local government organization and procedures.
Working knowledge of statistical concepts and methods.
Ability to develop long-term plans and programs and to evaluate work accomplishments.
Ability to analyze facts, exercise sound judgment and arrive at valid conclusions.
Ability to plan, direct and coordinate a wide variety of Human Resource programs.
Ability to communicate ideas clearly and concisely, verbally and in writing.
Ability to establish and maintain effective working relationships with subordinates, managers, officials, and the general public.
Ability to develop and control an operating budget.
Minimum Qualifications
Bachelor's Degree with emphasis in Human Resource Management and four (4) or more years of progressively responsible Human Resources experience at professional/management level; or an equivalent combination of education, training, and experience. Master's Degree or SPHR, IPMA-CP or CCP is highly desired.
