Manager of various HR programs including labor and employee relations, talent acquisition, EEO, management/leadership development, training and safety and workers compensation. Coordinate a variety of HR services to ensure optimum service levels * Participates in the development and execution of the HR strategy for the Engine Group * Manages and executes the HR strategy for all plant locations, including but not limited to Melrose Park, Waukesha and Huntsville. * Serves as an employee relations consultant providing human resources managers and line managers with counsel and advice in the consistent, uniform, and fair application of company policies and procedures. * Assists in the organizational assessment and design initiatives to ensure optimal organizational structure is achieved. * Administers and represents management in the negotiation of the Engine Group's collective bargaining agreements; maintains positive working relationships with bargaining agent representatives. Represents Engine Group in grievance meetings; researches and prepares data for defending Engine Group position in dispute procedure. Investigates and recommends settlements for grievances of complaints of non-represented employees. For all non-union environments, ensures independent employee option strategy. * Provides oversight, support and advice in order to ensure compliance with federal and state government regulations. Oversees the recruitment of new employees, ensuring that affirmative action and FCC minority representation goals are considered with each new hire; ensures that the Engine Group's presence is attained at local colleges and professional job fairs. * Determines the training needs of management employees and develops management programs to address these needs; may present programs or call upon consultants to do so. May present training programs to overall workforce on topics of general interest such as harassment prevention. * Develops and executes various initiatives which promote diversity throughout the organization. * Champions synergistic human resources projects among the Engine Group including talent acquisition, employee relations and communication initiatives. * Coordinates employee benefits programs for Engine Group by ensuring that benefit programs are properly communicated to all employees, benefit enrollments and changes are carried out, claims problems are facilitated. * Oversees the development and administration of the Engine Group's safety & worker's compensation programs. Basic Requirements: Bachelor's Degree At least 10 years of progressive HR management experience in various functional disciplines At least 5 years of experience in effective conflict resolution and negotiations skills for employee relations and labor relation issues Additional Requirements: Occasional travel is required to plant locations to consult with management on human resources related issues Desired Skills: * Positive Attitude, Ethics, and International Values which support our company’s values, and a healthy, high performance culture * Prefer Bachelor's or Master Degree in HR/ Labor relations or JD degree. * Must have in-depth knowledge and understanding of all areas of human resources, including labor and employee relations, leadership development, succession planning, wage-hour, EEO, discrimination, workers compensation and safety regulations in order to ensure station compliance with all relative federal and state statutes and must have the ability to apply this understanding to Navistar's policies and procedures * Strong strategic thinking skills and the ability to develop, communicate and execute strategies * Strong communication and organizational skills to effectively communicate Engine Group's HR policies and programs to all levels of employees * Requires the ability to interact with all levels of employees as well as bargaining agents and administrative agency representatives to analyze information and communicate findings in an understandable and persuasive manner * Must be results-oriented with a strong customer service orientation and ability to operate at all levels of an organization in a highly technical environment. Demonstrated ability to influence and achieve results through others. * Must be a strong team player with the ability to establish effective working relationships with peers, subordinates and superiors through contributions in team settings, working groups and committees. Must adapt to shifting priorities.
