NATURE AND SCOPE OF JOB:

Participates in the leadership and operation of the Human Resources Department in such a way as to attract, hire, and retain all school district employees. Promote the overall efficiency of the district, and maximize the educational opportunities and benefits available to each individual student. Collaborate with all district administrators in the fair and professional management required to create and maintain a quality staff.

Essential Job Functions:

Experience in Human Resource Leadership

\r
Lead and direct HR initiatives, processes, and procedures regarding hiring, employee placement, FTE staffing. Responsible for sorting licensed and classified employees who are highly qualified or licensed into folders for principal review. Monitor data regarding retention of all district employees and devise retention strategies. Assist HR team on the licensed non-renew process with the secondary schools. Supervises the December Count Report for the Colorado Department of Education. Advise the Assistant Superintendent and HR team on important human resource issues, responsibilities and laws.

Effective Communication and Problem-Solving Skills

\r
This position requires effective written and oral communication skills. Leadership in building consensus between various groups from employees to community partnerships. Support and lead conversations that innovate cultural equity. Facilitate or mediate issues between supervisors and employees to resolve problems or conflicts.. Assist in investigations of disciplinary or sexual harassment issues. Communicate with employees, stakeholders, and community members with the intention of building trust and consensus. Collaborates with HR Specialist to ensure charter schools credentialing.

Experienced Recruiter

\r
Implement recruitment and hiring systems for all district employees. Provide insight and strategies for all recruiting opportunities with all district positions. Seek opportunities with district leaders to recruit applicants for hard-to-fill positions. Inspire, motivate, and lead managers and administrators to hire a diverse workforce which reflects the district’s rich cultural environment. Maintain and engage in university partnerships. Manage alternative license candidates.

Skilled at Designing and Implementing Evaluation

\r
Manage and monitor the all district employee evaluation systems. Advise principals and other supervisors on evaluation and performance issues. Review and provide guidance on evaluation systems which maximize employee effectiveness and create efficient evaluations for APT and classified employees and implement the state evaluation system for certified employees. Monitor, support, and implement training for RANDA evaluations.

Ensure Employment Law Compliance

\r
Ensure district compliance with state and federal statutes, policies, and regulations related to Human Resources including the Fair Labor Standards Act, Americans with Disabilities Act, Equal Employment Opportunity Commission, and Civil Rights Act. Advise principals, hiring managers and department directors on employment law and performance issues (including discharge and discipline). Ensure compliance under federal educational employee regulations and state licensure mandates. Monitor and support the district’s employee/applicant background check and fingerprint process with the HR leadership team.

Skills in Managing Human Resources

\r
With the HR leadership team, monitor and ensure human resource staff provide customer service for all customers and stakeholders. Utilize the Human Resources Information System in Infinite Visions. Monitor, promote and follow district policies, district and department procedures, and other rules and regulations which may be established by the Superintendent or Board of Education. Supervise and evaluate human resource staff. Lead job description review process with HR team.

Skilled at Strengthening Partnerships

Represents the district at various professional meetings, joint study groups, and conventions (CASE, CASPA, NCASPA, and NCHRA). Represents the district in employee (GEA or Classified Council) and student teaching matters with colleges/universities, the Colorado Department of Education, and other institutions or agencies.
