Job Summary

This position is located in the Office of Workforce Planning, Policy, and Systems Management (PPSM), USAID’s Office of Human Capital and Talent Management (USAID/HCTM), and merges the skills and knowledge of Human Resource Management with automation procedures and operations in support of human resource functions. Within PPSM, the Workforce Planning Division is responsible for identifying and addressing the gaps between the workforce of today and the human capital needs of tomorrow. The division’s ultimate aim is to align workforce requirements directly to USAID’s strategic and annual business plans; develop a comprehensive picture of where gaps exist between competencies the workforce currently possesses and future competency requirements; identify and implement gap reduction strategies; make decisions about how best to structure the organization and deploy the workforce; and identify and overcome internal and external barriers to accomplishing strategic workforce goals.

The primary function of this position is the creation and maintenance of various workforce planning data and reports out of USAID’s Human Resources Information Systems (HRIS), including, but not limited to, the National Finance Center’s Insight Reporting Tool and the Department of Treasury’s Workforce Analytics Reporting System (WARS).  The incumbent serves as the point of contact for workforce planning-related compliance reporting and assists the team with ensuring data integrity and analyzing and entering data.

Essential Functions and Responsibilities

Duties include:

•    Produces recurring and ad hoc reports and statistical information from HRIS;

•    Serves as the data point of contact for the full range of workforce planning issues;

•    Assesses and prepares complex analyses and reports containing information on the workforce, workforce-related programs, policies and activities;

•    Assists in providing analytical and statistical support to tracking staff hired under all hiring mechanisms of the Agency;

•    Assists in providing analytical input and strategic advice to USAID operating units   requesting workforce planning assistance.

•    Assists in conducting workforce analysis from review and analysis of key HR data sets and trends;

•    Assists in writing descriptions of key trends in data analysis; 

•    Participates in complex management studies and reviews, particularly those having broad, substantive impact on the agency’s workforce planning processes; and

•    Performs other duties as assigned or required.

Education and/or Experience

Bachelors degree preferred

Five or more years of HRIS experience, ideally in the Federal government.

Qualifications and Requirements 

•    Expert in Microsoft Excel, Word, PowerPoint, and Tableau.

•    Experience with using National Finance Center and Department of Treasury reporting tools (Insight, WA RS).

•    Strong analytical/problem solving skills.

•    Skilled in both oral and written communications, along with an advanced ability to make presentations and provide advisory services.

•    Exceptional customer service skills to meet the requirements of a demanding customer base under tight deadlines.

•     Ability to manage multiple high-priority projects/tasks at one time.

•    Experience, knowledge, and understanding of hiring and attrition.

•    Knowledge of the major evaluation methodologies (e.g., qualitative, quantitative, mixed-method, and impact) and data collection and analysis methodologies is a plus.

•    Experience using case management systems to respond to customer inquiries is a plus.

Must have authorization to work in the United States as defined by the Immigration Reform Act of 1986.
