Founded in 1974, Swords to Plowshares is a community-based not-for-profit organization that provides counseling and case management, employment and training, housing, and legal assistance to veterans in the San Francisco Bay Area. We promote and protect the rights of veterans through advocacy, public education, and partnerships with local, state, and national entities. Believing that war causes wounds and suffering that last beyond the battlefield, our mission is to heal the wounds of war and to restore dignity, hope, and self-sufficiency to all veterans in need, and to end homelessness and poverty among those we serve. The Human Resources Director (HRD) leads a team of four and is responsible for HR services for 200 full-time, part-time, and on-call personnel. Swords’ employees work in multiple programs in seven locations in San Francisco and Oakland. In addition to administrative and compliance responsibilities, the HRD contributes to the well-being of the agency by shepherding the Cultural Humility Initiative, the wellness-at-work program, the education benefit and other employee support systems. The HRD works with Management on personnel matters, salary strategies, recruitment, and employee separations to ensure all employee-related functions are addressed with informed equity. The HRD reports to the CFO and maintains regular office hours with occasional evening or weekend duties.
Oversee recruitment in cooperation with hiring managers and HR team: creating job descriptions, posting job announcements, conducting background checks, requesting work station resources
Oversee new employee ‘On Boarding’
Provide support for managers in personnel matters using knowledge of employment law with the principles of cultural humility and supportive supervision
Facilitate HR In-Service trainings to update and review benefits, policies, employment ordinances, best practices
Update annual staff compensation report and inform on salary comps and ranges
Administer a cost-effective staff benefits package
Develop and maintain performance management strategy that supports managers efforts to conduct an effective performance review process and fosters professional development throughout the organization
Stay well-informed on Federal, State and local employment law and best practices.
Review and revise Employee Handbook annually or as required with support from Pro Bono attorney.
Communicate and facilitate understanding of Swords to Plowshares’ Employee Handbook and policies
Coordinate mandated and optional trainings and maintain training records
Ensure that new hire, employee status changes and employee benefit changes are processed accurately in semi-monthly payroll
Provide managers/supervisors with information needed to use HR function in electronic timekeeping system effectively
Maintain and support effective use of HRIS/payroll system to ensure that personnel records and benefits information are maintained and processed accurately
Reconcile employee benefits invoices
Oversee Family Leave and other employee leaves of absence
Provide support for annual audits: Single Audit, funder audits, 403b Audit, Workers Comp Audit.
Ensure timely filing of federal, state, county and city reports, tax forms and applications including HCSO audit
Risk Management/Loss Prevention
Secure annual workers’ compensation insurance premium quotes, and make recommendation
Report and monitor all Workers’ Compensation insurance claims
Administer Injury & Illness Prevention program and serve as chair of organization’s safety committee.
Respond to subpoenas or other inquiries from law enforcement with support from CFO and Pro Bono attorney.
Oversee Office Manager/Loss Control Specialist
Other duties as assigned
Bachelor’s degree in behavioral science (social work, psychology, community studies, etc.) or three years of experience may be substituted
Translatable military experience and skills may be alternatively substituted
Broad knowledge and experience in employment law, compensation strategies, organizational planning, employee relations, safety, training and development
Familiarity with Government contracting is preferred
Strong analytical abilities, interpersonal skills, and management skills
Excellent ability to organize and motivate self and others
Ability to work and interact well with individuals (staff and volunteers) from a variety of socioeconomic backgrounds in a culturally diverse environment
Current knowledge of federal and state employment laws as well as current human resources practices
Good listening skills and an ability to exercise sound judgment when dealing with human resource matters
Ability to balance appropriate cost controls with organization development
Demonstrated ability to communicate clearly and concisely, both orally and in writing
Great computer skills: especially Microsoft Outlook, Excel, Word and Powerpoint
Employee must be able to perform all essential job requirements and responsibilities within what would be considered reasonable accommodation
Must be able to communicate effectively with a variety of personalities and be comfortable working with an at-risk client population, including embracing the agency’s Cultural Humility Initiative
