The incumbent's duties will consist of internal and external recruitment and placement for all appointment authorities within the healthcare system. Recruitment will consist primarily of individuals seeking employment, including, students, clinical rotational groups, Without Compensation (WOC). Recruitment involves staffing activities for Title 5, Hybrid T38, and Full T38 positions throughout the NAVAHCS. Duties include, but are not limited to:
Coordinates advertising and marketing events as recruitment tools.
Utilize imaginative approaches and simultaneous searches for candidates from sources outside the existing workforce.
Uses and/or develops criteria for evaluating the extent to which applicants possess job related knowledge, skills and abilities and rank eligibile's accordingly.
Develops and publishes vacancy announcements and other recruitment materials using the latest technology.
Rates and examines applications against minimum qualification standards, including selective factors.
Reviews and uses job analysis process to identify, analyze and assess knowledge, skills and abilities needed to perform a variety of positions.
Attends meetings with appropriate clients to advise on personnel matters, recruitment techniques, succession and strategic planning goals.
Establishes and maintains a cooperative working relationship with managers.
Develops and monitors action plans related to the implementation of these development projects.
Utilizes automated computer programs designated to process, maintain, monitor, and reconcile personnel actions.
Provides managers and employees with information and interpretations of the agency's HR (Recruitment and Placement) policies, procedures, and guidelines.
Provides technical advice and guidance, researches cases and prepares/provides detailed documentation and/or responses for resolution of complaints.
Applies Federal rules and regulations to the recruitment process.
Applies the Guide to Processing Personnel Actions, OHRM, when processing personnel actions.
Monday thru Friday; 8:00am - 4:30pm

You may qualify based on your experience and/or education as described below:
* Specialized Experience:
You must have one year of specialized experience equivalent to at least the next lower grade GS-09 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Post announcements at websites such as USAJOBS; Conduct recruitment as a member of a team providing a full range of internal placement and recruitment duties for a large, multi-mission facility; applying the principles, concepts, legal requirements, and methodology of a recruitment and placement program; interpreting, explaining, and applying a body of law, regulations, and procedures; analyzing facts, identifying problems, reporting findings, making conclusions, and recommending corrective or other appropriate action; and preparing correspondence that required research.
* Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have a Ph.D. or equivalent doctoral degree, or three full academic years of progressively higher level graduate education leading to such a degree, or LL.M. Such education must demonstrate the knowledge, skills, and abilities necessary to the work.
* Applicants may also combine education and experience to qualify at this level. You must have an combination of specialized experience and education. To compute the percentage, divide your total months of qualifying experience by 12. Then divide your semester hours of graduate education beyond two years by 18. Add the two percentages. The total percentage must equal at least 100 percent to qualify.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment.
No special physical exertion is required. The work is primarily performed while sitting though some work may require periods of standing. The regular and recurring work of the position involves sitting at a desk, conferences, meetings, etc., and occasional visits to activity work sites. Occasional use of automobile and public conveyances may be required.
