The Human Resources Officer (HRO) is located in the Office of Human Resources Management Service at the TN Valley Healthcare System, in Murfreesboro,TN. Murfreesboro, TN is just a little over 30 miles southeast of Nashville, TN. As the Human Resources Officer (HRO), you will administer the facility's Human Resources Management Program and oversee the planning, direction, control, coordination, operation and evaluation of the personnel management function. In addition, you will serve as the main advisor and consultant to top management regarding the Human Resources Management Program and persuade the acceptance and exercise of sound personnel management concepts, practices and innovations.

Responsibilities

Develops short and long range goals and objectives to effectively utilize human capital;

Participates with administrative and clinical services in strategic human resources management planning;

Provides advice and guidance on human resources management principles, techniques and acceptable practices;

Advises on appropriate actions to take within a wide range of alternatives that will assist management in accomplishing its objectives;

Provides assistance in analyzing personnel problems and exploring possible solutions;

Provides oversight and direction to a staff that provides services encompassing a wide range of human resources programs;

Formulates, communicates, and implements human resources policy involving recruitment, placement, position management, pay administration, employee relations, labor relations, employee training and development, employee benefits, etc.;

Participates in meetings, hearings, etc., involving HR problems or issues of considerable consequence to health care activities;

Utilizes subordinate supervisors to direct, oversee, and coordinate work and evaluates subordinate supervisors' work performance;

Resolves employee complaints and reviews and approves serious disciplinary actions;

Identifies developmental and training needs of employees; and

Supports the agency's EEO/Affirmative Action Programs.

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 05/30/2018.

Time-In-Grade Requirement

: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS 14 position you must have served 52 weeks at the GS 13. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. Note:

Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment.

Selective Placement Factor

* Served as team lead or supervised a human resource team in one or more of the following areas: Employee and Labor Relations, Recruitment and Placement, Pay Administration, Employee Benefit Administration, Performance Management, Employee Development, Employee Training, Personnel Security/Suitability, and/or Worker's Compensation.

* Unionized HR experience such as mitigating disciplinary and adverse actions, union grievances, union appeals,negotiating complex employee leave issues/work environments and other issues involving labor management

You may qualify based on your experience as described below:

Specialized Experience:

You must have one year of specialized experience equivalent to at least the next lower grade GS 13 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Leading a team providing management advisory services to a variety of serviced organizations that meet the definition of complex and multi-mission installations; managing Human Resource needs of multiple diverse customers at the same time dealing with sensitive and difficult issues; and experience which included at least two or more of the following core Civilian Human Resource areas: recruitment/staffing, classification, compensation, labor relations, and management employee relations.

Examples of qualifying specialized experience includes, but is not limited to:

* Supervising and managing the functions of a Human Resources work group responsible for dealing with Human Resources Management to include substantive Human Resources work.

* HR experience in a unionized environment with experience including disciplinary and adverse actions, performance-based actions, grievances, appeals, union issues, complex leave administration issues, hours of work, overtime and compensatory time.

* Managing Human Resource needs of multiple diverse customers at the same time dealing with sensitive and difficult issues;

* Demonstrated success negotiating win-win compromises, developing teambuilding programs, and building strong relationships within an organization.

* Experience with HR policy/procedural development and implementation for an organization or departmental use.

* Supporting all management/supervisory levels with knowledge of government and local laws, policies and regulations in: Recruitment and Placement, Pay Administration, Employee and Labor Relations, Employee Benefits, Performance Management, Employee Development and Training, Personnel Security and Suitability, or Workers Compensation.

* Fostered a collaborative relationship with local labor unions. You will be rated on the following Competencies for this position.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Note

: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment.

Physical Requirements:

No special physical exertion is required. The work is primarily performed while sitting though some work may require periods of standing. The regular and recurring work of the position involves sitting at a desk, conferences, meetings, etc. and occasional visits to activity work sites. Occasional use of automobiles and public conveyances may be required
