Summary
GAO is seeking a strategic and dynamic Chief Learning Officer to drive the ongoing development and improvement of GAO's learning and development program. This position provides vision and strategic leadership for the planning and implementation of integrated learning and talent development programs for a cadre of approximately 3,000 staff. The successful candidate will have demonstrated significant achievements in developing extraordinary talent that delivers exceptional results.

Our ideal candidate will have more than 5 years of experience as a supervisor or manager of a learning or organizational development program operating at the agency or department level.
Responsibilities
Serves as the agency's internal expert and senior advisor on the policies and products related to the learning and development needs of the workforce.
Advises senior leadership regarding initiatives in leadership development and succession planning to ensure strong bench strength and a full pipeline of talent, as well as initiatives to close knowledge and skill gaps, promote maximum workforce effectiveness and create a positive impact on product and service quality.
Directs learning and talent development programs by assessing policy, program, and project feasibility; determining program goals and developing implementation plans; and designing an organizational structure to promote accomplishments and set standards of effectiveness, efficiency, productivity measures and metrics, and internal control.
Interacts with executive leadership across the agency to influence, motivate, or persuade persons or groups to accept opinions or take actions related to advancing the fundamental goals and objectives of the agency's learning & talent development programs. Integrates the interests of key internal and external stakeholders, including Congress and top agency officials, when developing strategic business plans.

PROFESSIONAL/TECHNICAL QUALIFICATIONS (PTQs)
The PTQs describe the necessary professional and technical knowledge, skills, and competencies needed to successfully perform the duties of this position. Typically, this level of experience is gained in a GS-14 or GS-15 equivalent position.
You must submit written narratives to address the professional/technical qualifications (PTQs). Your narrative response for each PTQ must be 8000 characters or less (approximately 2 pages).
Address each PTQ in a separate narrative and you should include at least two examples per PTQ. For each example, describe your level of responsibility, scope and complexity of programs managed, program accomplishments, policy initiatives undertaken, and the results of your actions.
You should not enter Refer to Resume to describe your experiences. Applications directing the reviewer to search within the application or to see the resume are considered incomplete and may not receive further consideration.
The PTQs you must address are:
Describe your experience developing and implementing organization-wide operations, policies, and processes for a talent development, adult learning, or organizational development program.
Describe your experience using learning concepts, theories, and other modalities to lead the creation of learning and development products (i.e., curriculum, online learning, or instructor-led training).

EXECUTIVE CORE QUALIFICATIONS (ECQs)
The ECQs were designed to assess executive experience and potential not technical expertise. They measure whether an individual has the broad executive skills needed to succeed in a variety of SES positions. Typically, this level of experience is gained in a GS-14 or GS-15 equivalent position.
You must submit written narratives to address the ECQs unless you meet the exception below. Your narrative response for each ECQ must be 8000 characters or less (approximately 2 pages).

EXCEPTION

: Describe your experience meeting organizational goals and customer expectations, making decisions that produce high-quality results by applying technical knowledge, analyzing problems, and calculating risks.

4. Business Acumen
: Describe your experience managing human, financial, and information resources strategically.

5. Building Coalitions
: Describe your experience building coalitions internally and with other federal agencies, state and local governments, nonprofit and private sector organizations, foreign governments, or international organizations to achieve common goals.
