The incumbent services as a Human Resources Specialist performing recruitment and placement duties for assigned organizations within the medical center. May also perform collateral duties in pay administration and other program areas in support of the Recruitment and Placement program for the medical center. This Staffing Specialist is responsible for planning and performing evaluation of the recruitment and placement functions for assigned organizations. Performs job analysis for positions as needed in the professional, medical, administrative, technical and support lines of work. Provides management advisory services to key operating officials of organizations that are complex in nature covering both competitive and excepted service appointment involving General Schedule, Wage Grade and Title 38 employment and pay systems. Considers the labor market, employment and compensation trends, changing missions, morale and technological influences in providing advice to management. Provides managers, supervisors and employees with information and interpretations of the organization's Human Resources (HR) policies, procedures and guidelines, when the issues addressed require substantial interpretation, and there is potential for controversy or the issue involves more than one area of HR policy. Reviews recruitment and placement actions and provides advice on difficult issues. Issues guidance to clarify conflicting guidance or alleviate other potential or existing problems.

You may qualify based on your experience as described below:
* Specialized Experience:
You must have one year of specialized experience equivalent to at least the next lower grade GS-11 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: providing technical and/or complex support in the area of staffing/compensation or other human resources programs such as employee/labor relations, classification, workforce development or any HR area that allowed you to provide technical advisory services to employees and management regarding human resources programs.
You will be rated on the following Competencies for this position:
Knowledge of personnel procedures, policies and regulations, pertaining to recruitment/placement, staffing and compensation programs.
Ability to plan, organize and establish priorities while meeting time constraints and often working under stressful situations.
Ability to gather, organize and analyze data and information in order to recommend solutions. This includes adaptability to new concepts, work processes and methodologies.
Ability to communicate clearly and effectively both orally and in writing with all types of individuals with a wide variety of positions and backgrounds.
Ability to conduct discussions, interviews, meetings, training sessions, etc. on an individual and/or group basis, in such a manner as to obtain or provide pertinent information to accomplish objectives and goals.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment.

Receiving Service Credit or Earning Annual (Vacation) Leave
: Federal Employees earn annual leave at a rate (4, 6 or 8 hours per pay period) which is based on the number of years they have served as a Federal employee. VA may offer newly-appointed Federal employee's credit for their job-related non-federal experience or active duty uniformed military service. This credited service can be used in determining the rate at which they earn annual leave. Such credit must be requested and approved prior to the appointment date and is not guaranteed.
