The HR Specialist (R&P) provides services, support, and advice for recruitment, placement, and position management functions within the VA Pittsburgh Healthcare System (V APHS). Provides continuing advisory service to the human resources staff and management officials in all areas of position management; staffing and recruitment. HR specialist at this level of functionality are considered highly technical in their areas of expertise and are expected to be resourceful, imaginative, and committed to the hiring of high quality candidates for every vacancy. They are charged with using discretionary judgment in their decision making in regards to communication that affect the name and reputation of the VA and this medical center and offer to the public a competent professionalism necessary for the efficient execution of federal health care operations.

Troubleshoots and resolves difficult and controversial internal and external staffing and placement problems; and provides advice and guidance to staff on unusual, difficult, or controversial recruitment situations. Provides advisory services essential to enable managers and supervisors to properly plan, develop, organize, manage, and evaluate the recruitment and placement program. Responds to requests for technical services on Merit Promotion, and recruitment and placement from employees, managers and other customers. Performs work associated with internal and external recruitment and placement actions; works with managers to develop recruitment strategies; develops and posts vacancy announcements; and responds to applicants' questions. Evaluates applications for eligibility, time-in-grade, time-after-competitive appointments, basic qualifications and specialized experience. Prepares and sends written correspondence to non-qualified applicants. Refers eligible candidates to selecting officials and completes the administrative hiring process. Oversees the processing of internal placements (e.g., reassignments, changes to lower grade, career promotions) and pay administration actions. Conducts job analysis on a wide variety of complex positions using research, interview, observation, and analytical techniques to gather, document, and analyze information to develop qualifications rating factors; determines appropriate rating and ranking selective factors, and develops crediting plans to assess varying degrees of job qualifications; and explains the methodology to management.

Work Schedule: Monday - Friday, 8 A.M. to 4:30 P.M./Telework may be available if approved at the supervisor's request.

Applicants may substitute education for the experience required for the GS-09 land GS-11 levels. For a GS-9, applicant must possess a master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree or LL.B or J.D. if related. For a GS-11, applicant must possess a Ph.D or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree or LL.M, if related.


Applicants may also combine education and experience to qualify at the GS-09 and GS-11 levels.

To calculate, first identify the percentage of required education you have earned (when substituting, you cannot use the first 60 semester hours that you earned). Then identify the percentage of required experience you possess. Add the two percentages. The total percentage must equal at least 100 percent to qualify at the GS-09.and GS-11. For example, an applicant who has 9 semester hours of graduate level education (i.e. 50% of graduate education required) and 6 months of creditable specialized experience (i.e. 50% of the required experience) would equal 100% of the required experience for the position A transcript must be submitted with your application if you are basing all or part of your qualifications on education.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
