Reporting into the HRBP Manager, San Francisco Refinery, the Human Resources Assistant

is responsible for administrative and human resources assistance to the Phillips 66 San Francisco Refinery organization (220 salaried exempt/non-exempt and 350 represented hourly employees at three locations – Rodeo Refinery, Rodeo Carbon Plant, Santa Maria Refinery). The primary responsibility of this role is to provide general personnel administrative and technical support to the HR team and serving as the first line contact for resolving and researching routine customer questions and issues at the Santa Maria facility

Responsibilities may include

Provide consistent, timely, and effective verbal and written communication regarding human resources related matters to employees, supervisors, HR Shared Services, and third-party administrators as applicable

Providing support with performance management, compensation administration, talent management and manager self-sufficiency

HR process facilitator for staffing, org management (OM) and personnel action (PA) action transactions

Absence Management for all refinery employees –

Ensure Short Term Disability benefits and FMLA are tracked and administered appropriately

Work with medical provider to oversee return to work process and scheduling

Work in conjunction with Training, Health & Safety, and Medical Department representatives to coordinate regulatory, job and emergency response training and medical testing schedules/requirements

Oversee new hire documentation, processing of paperwork for hires/terminations, promotions, demotions, status change forms, and transfer paperwork and personnel actions

Conduct HR orientation to full-time, temporary and/or intermittent hires

Provide reporting support to the San Francisco Refinery organization as needed

Ensure reporting and metrics are met within established timeframe needed

Attend and participate in organizational and safety meetings

Entering, filing and maintaining training records for all employees

Ordering and maintaining office supplies for department

Creating and Updating: schedules, phone lists, making copies, etc. as needed, assisting other department members with overflow as needed

Creating and submitting check requests as needed

Coding, reviewing and forwarding invoices in SAP as needed

Reviews and develops various policies, procedures and supervisor guidelines for refinery management review and approval

Serves as a collaborator to management and Labor HRBP on labor contract administration & grievance process, including contract interpretation

Conducts internal investigations, providing a final written summary of findings

Ensure progressive discipline is administered consistently and fairly within the organization

Ensure Payroll is approved (weekly)/follow-up with employees and/or supervisors

Update and maintain payroll files and databases to reflect personnel payroll changes. Prepare and file bi-weekly, monthly, quarterly, and annual reports

Assist employees and supervisors with SAP timekeeping training, payroll issues, and requests for payroll information on a regular basis

Research payroll issues/discrepancies and process necessary corrections. Comply with the regulatory standards, policies, and procedures of payroll

Produce accurate, timely overtime/attendance/fatigue reports to assist management in monitoring and controlling absenteeism



Legally authorized to work in the job posting country

High School Diploma or GED equivalent

Must be at least 18 years of age

2 or more years of experience handling payroll and/or timekeeping functions including data entry

2 or more years of experience in a Human Resources role

Proficient (perform the skill with limited assistance) in the use of common software (i.e. Word, Excel, PowerPoint, Outlook)


Bachelors Degree in Human Resources or Business Administration

Professional HR Certification (PHR, SPHR)

Proficient (perform the skill with limited assistance) in SAP payroll systems – data entry, reporting, auditing

Experience in industrial environment with rotating shifts

Experience in union represented work environment and ability to read and understand collective bargaining agreements

Strong working knowledge of CA regulations including leave policies such as disability / FMLA, employee relations, unemployment, workers compensation

Able to move data between systems and various software tools, and format and publish reports

Strong analytical ability

Self-starter who takes initiative, can work independently, set priorities, and show initiative

Strong interpersonal and communication skills, both written and oral.

Accepts ownership and is accountable; delivers on commitments and meets deadlines

Willingness to take on additional responsibilities and expand knowledge base

Highly efficient time-management skills; delivers results on time with high quality standards

Able to manage unplanned/critical tasks at the same time

The San Francisco Refinery

is comprised of two facilities linked by a 200-mile pipeline. The Rodeo

facility is located in the San Francisco Bay area, while the Santa Maria facility is located in Arroyo Grande, CA. The refinery's crude oil processing capacity is 120 MBD. The refinery processes mainly heavy, high-sulfur crude oil.
