The ECS headquarters team located in McLean, VA, provides key support for its electrical and mechanical companies, including finance and accounting, human resources, legal, national purchasing, and information technology.

Job Summary:

The Payroll Administrator/Bookkeeper and HR Analyst is an experienced accounting administrator who, under the guidance of the ECS HQ Assistant Controller, regularly performs a variety of payroll and accounting activities. In some instances, the Payroll Administrator and Bookkeeper may be a back up to the ECS HQ Assistant Controller. Responsibilities include but are not limited to: processing ECS HQ weekly payroll and intercompany billing; administering or reviewing surety bond requests, tax deposits for Dynaletric Company, payroll tax sheets; and expense reports. May perform related administrative or accounting activities as needed by the ECS HQ Assistant Controller. Demonstrates a high degree of integrity and ethics. This position is also responsible for performing a wide variety of human resources analytic and reporting responsibilities as described in the Essential Duties and Responsibilities, below, for the ECS VP HR.

Essential Duties and Responsibilities:


Performs daily accounting operations tasks, including but not limited to: maintaining the general ledger; completing the monthly close process and related financial reporting; assisting in budgeting and forecasting; manages fixed assets transactions and tracking system updates.

Provides Accounts Payable processing support.

Processes or assists in processing weekly payroll of exempt and non-exempt employees in multiple states on a weekly basis as well as employee expense reimbursements. This includes but is not limited to:

Audit and correct time entry and expense reports.

Review and reconcile all payroll information in order to detect and reconcile any discrepancies.

Print and distribute weekly paychecks/direct deposit statements

or ensures pay advices are electronically accessible to employees).

Maintains related payroll records, file tax reports and voluntary deduction reports, process involuntary deductions such as garnishments, prepare accounting transactions and documents, document and update procedures for weekly non-union payrolls for approximately 25 employees in multiple states.

Process short term disability payments, terminations and/or manual checks. Process initiations or changes to employee personal information, Federal and/or State exemptions, insurance coverage elections, 401k contributions.

Process garnishments, determine legal withholdings, initiate withholdings, remittance to various creditors, CS agencies etc., maintain detailed record keeping.

Generate payroll/labor reports.

Prepare and process weekly tax files for Payroll tax transmission, including quarterly tax files, year-end tax files.

Handle unemployment insurance reporting and requests and employment verifications.

Maintain all paperwork, correspondence, and benefit rate sheets.

Produce and distribute yearly W-2 statements and ACA forms and prepares and submits all required payroll tax packages.

Answer calls pertaining to payroll inquiries.

Additional ECS HQ responsibilities include support for or assistance with: StarBuilder system maintenance, benefits reporting, annual tax package preparation, internal and external audits.

For the Dynalectric Parent Company:

Accounting support for the Dynalectric Parent Company, Dynalectric Headquarters, Dynalectric Adjustment Company and the Mechanical Adjustment Company.

Assists with periodic audits performed by E&Y, Internal Audit or 3


Parties as required.

Provides support to Dynalectric subsidiaries regarding changes in tax laws with respect to payroll

including related StarBuilder changes).

Assists Dynalectric subsidiaries with year-end close procedures.

Assist with intercompany accounting.

For the ECS VP HR

Create, maintain, and develop reports and charts for the ECS development program and other related HR initiatives. Periodically briefs ECS VP HR on status of these initiatives;

Run reports from HRIS and prepare ECS & Dynalectric McLean Affirmative Action Plans, EEO-1 Reports, VETS 4212

Reviews HRIS data and makes compliance recommendations;

Conducts market salary analysis on identified jobs in a variety of regional locations;

Prepares staffing agency contract’s for Legal’s review;

Administers Paid Time Off Calendar for ECS, Inc. employees;

Enters and accesses confidential information from HRIS at the request of ECS VP HR;

Provides support during annual salary adjustment process; and

Performs related HR tasks for ECS VP HR, as needed.


High school degree required plus 10 or more years of professional experience in senior administrative positions in accounting or finance, including multi-state payroll administration; or

Associates degree in accounting with 8 or more years of professional experience in senior administrative positions in accounting or finance, including multi-state payroll administration.

Very strong attention to details and commitment to accuracy.

Strong working knowledge of IRS, Federal and State regulations as they apply to the essential functions of this position. Knowledgeable of Generally Accepted Accounting Principles

GAAP) and SOX internal control requirements.

Advanced computer/technical skills and experience with various accounting applications.

Proficiency in Windows OS and Word applications.

Advanced Excel skills

i.e., formulas, tables and formatting, conditional formatting, advanced charting, pivot tables and pivot reporting) plus experience in providing analysis and interpretation of data trends and patterns.

Significant experience working with enterprise-level financial accounting and payroll systems.

Working knowledge of StarBuilder accounting/payroll software and UltiPro report generation is desirable.

Solid organizational, analytical, interpersonal, and communication skills. This includes being able to work respectfully and professionally with a diverse team.

Proven track record of dependability, reliability and personal accountability, including working independently under limited supervision

Experience with maintaining confidential information of all records and transactions

Must demonstrate ability to effectively manage multiple projects and under tight deadlines.


The physical demands are those associated with working in an office environment.

This work is performed at the EMCOR Construction Services office in McLean, Virginia.
