Nature of Work

Under general direction, is responsible for leading the County’s organization-wide Human Resources (HR) programs, initiatives and operation of the HR department.  Ensures compliance with all applicable Federal and State regulations and reporting requirements and helps champion an organization-wide focus on and culture of inclusion and equity and wellness for individuals, teams, and the organization.  Fosters a culture of respect, collaboration, customer service, and care for taxpayer funding. This position is an executive team member.  The executive team implements County Board policy and decisions by establishing vision, allocating resources, and guiding the development of strategies and plans to accomplish the vision through measurable outcomes and results.

Minimum Qualifications

Master’s degree from an accredited college or university in human resources, public administration or related field and five (5) years of progressively responsible experience in a similar position as listed in the work functions with four (4) of those years in a supervisor role
OR
Bachelor’s degree from an accredited college or university in human resources, public administration or related field and six (6) years of progressively responsible experience in a similar position as listed in the work functions with four (4) of those years in a supervisor role
OR
A combination of education and experience equivalent to ten (10) years of progressively responsible experience in a similar position as listed in the work functions with four (4) of those years in a supervisory role

Regular and reliable attendance is a necessary component of job/position. Individuals required to use County vehicles and equipment must have a valid driver’s license and be free of any major traffic violations for the last three (3) years.

Desirable Qualifications:
Professional Human Resources Certification (i.e.- SHRM, HRCI, IPMA)
Demonstrated understanding of the importance of a diverse staff in creating an equitable workplace
Demonstrated ability in previous positions to recruit and retain a diverse workforce

Examples of Work

• Develops future-driven strategies to prepare Olmsted County to proactively address and overcome HR challenges 

• Oversees the development and maintenance of Olmsted County’s employee benefits package. Provides direction for updates and changes to ensure the plan remains competitive 

• Directs the development of recruitment strategies and partnerships that attract qualified and diverse applicants 

• Directs the implementation of employee retention strategies including oversight of the County’s wellness program 

• Oversees labor negotiations representing Olmsted County and works with representatives to resolve contract disputes 

• Provides input and direction in developing systems for professional development and training that meet the needs of the changing workforce, with emphasis on working with diverse populations 

• Coaches, mentors and guides County management and supervisory staff through employee performance issues, complaints and grievances

• Collaborates with other departments to ensure the efficiency and accuracy of data and systems

• Oversees the development and implementation of County HR policies and procedures and ensures compliance with all statutory laws and regulations

• Represents Olmsted County in Human Resources matters with other public and private agencies and organizations as required

• Authorizes hiring, transfer, suspension, promotion, discharge, assignments, rewards or discipline of employees, direction of the work and adjustment of other employees’ grievances on behalf of the employer

• Oversees the development of the County’s compensation plan and payroll programs

• Oversees the County’s safety and risk management programs and policies

• Performs related work as required
