Overall Job Objective Description and Functions Open Until Filled GENERAL DESCRIPTION: The Wyoming Department of Health, Office of Human Resources is seeking a credible activist, cultural steward, talent manager/organizational designer, and strategy architect to fill the human resource administrator position.The HR administrator oversees all HR functions for the second largest state agency with approximately 1400 employees, to include five health care facilities and offices located in every county in Wyoming. The position requires extensive travel, some non-traditional hours and must be a strategic thinker, problem solver and high energy individual.ESSENTIAL FUNCTIONS: The listed functions are illustrative only and are not intended to describe every function which may be performed in the job level.Oversight of twenty-two human resources and training personnel who provide human resource functions to 1400 employees for benefits management, leave maintenance, on-boarding, payroll functions, personnel file maintenance, recruitment, relations, retention, risk management, and salary administration.Provides daily consultation to the Director, Deputy Director, Senior Administrators, managers, supervisors and employees on human resource issues to include problem-solving, investigations, mediation, discipline, dismissals, various leaves of absence, organization issues, challenges, and formulates reports and recommendations.Manages, assures and enforces agency wide compliance with State Personnel Rules, State Compensation Policy, Executive Orders, State Policies, State Statute, Federal Employment Law, and agency policies for Wyoming State Compliance. Participates in statewide human resources as applicable. Qualifications PREFERENCES: Preference will be given to candidates with a bachelor's degree in Human Resources or related field and at least 5 years' experience as a Human Resources Manager. Society of Human Resources Senior Certified Professional (SHRM-SCP) certification also preferred.KNOWLEDGE: Knowledge of state and federal labor laws and regulations; FMLA, EEO, ADA, HIPAA, EEOC, and FLSA.Knowledge of human behavior and ability to communicate with customers, co-workers, and business contacts in a courteous and professional manner.
