The incumbent performs administrative work in support of human resources programs at the regional office and provides assistance to human resources offices in institutions throughout the region. Primary responsibilities for operating human resources departments include local labor management negotiations, disciplinary and grievance procedures, staffing (interviewing and pre-employment processing), workforce projections, career counseling, the performance evaluation and incentive awards programs, time and attendance, leave administration, local training and employee development functions, including, tracking of mandatory training compliance and evaluations, the Mentor Program, training needs assessment/annual training plans and in-service educational activities, along with educating and assisting staff in the use of new human resources and employee development technologies.,qualifications:To be considered for the position, you must meet the following qualification requirements:nEducation: nThere is no substitution of education for specialized experience for this position.nExperience: nYou must have at least one year of specialized experience equivalent in difficulty and complexity to the next lower grade level in the normal line of progression for the occupation in the organization.nTo be creditable, this experience must have equipped the applicant with the qualifications to perform successfully the duties of the position, and must typically be in or related to the position to be filled.nSome examples of this qualifying experience are:nnExperience which provided a comprehensive working knowledge of and skill in performing the functions related to position classification, compensation, recruitment and placement, human resources development, employee relations and benefits, and labor management relations in the federal government.nExperience which provided knowledge of the correctional environment and the issues therein which impact human resources policy.nExperience with the agency's negotiated labor/management contract and the agency's organizational structure.nExperience which provided knowledge of federal human resources regulatory references.nnCredit will be given for paid and unpaid experience.
