The Technical Career Field (TCF) is a national workforce development program within VHA that was designed to replenish technical staff in critically identified positions. The TCF career fields represent those technical fields where VA-specific knowledge and experience is desirable for success in the field. Individuals selected follow a formal training plan for two years during which they are trained, coached, and supervised by a preceptor. Preceptors are selected annually, through an extensive application process, for their technical expertise, their commitment to training and the suitability of their facility as a training location. *Selectees will be required to a Training and Continued Service Agreements.
This is a developmental position leading to a GS-11, performing assignments intended to broaden skills and provide practical experience leading to progressively more complex assignments performed under progressively less supervision. The selectee may be promoted to the full performance level without further competition when all regulatory, qualification, and performance requirements are met. Selection at a lower grade level does not guarantee promotion to the full performance level. The duties and responsibilities of this position require that the incumbent be trained to work in all areas of Human Resources. The training encompasses the entire spectrum of Human Resources Management functions to include the following areas: Employee Relations-providing advice and assistance to employees and managers in matters related to conduct, performance, attendance, and dispute resolution. Labor Relations-establishing and maintaining effective relationships. Performance Management-assisting managers and supervisors in establishing, maintaining, and monitoring effective performance management programs Classification-position evaluation, establishing and maintaining a position classification program. Staffing-recruiting, examining, selecting and placing employees. Benefits-providing guidance and consultation to agencies, employees, former employees, annuitants, survivors, and eligible family members. Employee Development-planning, administering, or evaluating programs designed to develop employees. Human Resources Information Systems-planning, administering, or improving basic HR information systems..

Time-In-Grade Requirement
: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-7 position you must have served 52 weeks at the GS-5. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. Note:
Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment.

* Specialized Experience
: You must have one year of specialized experience equivalent to at least the next lower grade GS-5 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to:experience that demonstrates knowledge of HR programs, practices and policies in a healthcare or Federal setting; analyzing and evaluating information which required a high degree of skill in data collection; required to work independently in organizing and prioritizing work; researching information and interpreting a variety of HR regulatory material related to human resources; working in a large organization or a manager in a small organization; composes documents or correspondence involving technical HR information and adapts writing to the audience's level of knowledge; proofreads or edits technical HR writing of others; expresses information that is technical, sensitive, and controversial to individuals or groups effectively; makes clear and convincing oral presentations; involved with negotiating, mediating, counseling, interviewing, or training. OR,
* Education:
Applicants may substitute education for the experience required. To qualify based on education for this grade level you must have OR One full year of graduate level education OR Superior Academic Achievement. SAA at the baccalaureate level in the coursework detailed above is fully qualifying. Applicants who wish to apply under this provision must submit proof from their educational institution that they meet one of the criteria listed below. To qualify for SAA, applicants must have completed all the requirements for a bachelor's degree in a curriculum that is qualifying for the position to be filled and meet one of the following: (1) Class Standing-Applicants must be in the upper third of the graduating class in the college, university, or major subdivision, such as the College of Liberal Arts or the School of Business Administration, based on completed courses. (2) Grade Point Average-Applicants must have a grade-point average of: a. 3.0 or higher out of a possible 4.0 (B or better) as recorded on their official transcript, or as computed based on 4 years of education, or as computed based on courses completed during the final 2 years of the curriculum; or b. 3.5 or higher out of a possible 4.0 (B or better) based on the average of the required courses completed in the major field or the required courses in the major field completed during the final 2 years of the curriculum. (3) Election to membership in a national scholastic honor society. * Combination
: Possess an equivalent combination of successfully completed graduate education and experience to meet the total experience requirements for the GS-7 level. Only education in excess of the amount required for the next lower grade level is qualifying.
You will be rated on the following Competencies for this position:
1. Knowledge of techniques to identify, evaluate, and recommend appropriate HR interventions to resolve difficult problems.
2. Ability to interpret moderately complex Human Resources rules, regulations, and policies.
3. Ability to use a variety of communication techniques to present information and gain understanding from a variety of individuals.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities.
