Civilian employees serve a vital role in supporting the Army mission. They provide the skills that are not readily available in the military, but crucial to support military operations. The Army integrates the talents and skills of its military and civilian members to form a Total Army.

About the Position:

The Civilian Human Resources Agency exercises world-wide command and control over the Army's entire civilian personnel operational structure consisting of all CONUS and OCONUS HR Regional Processing Centers, Civilian Personnel Advisory Centers (CPACs), and Non Appropriated Fund Human Resources Offices (NAF HROs). This position is with the Civilian Personnel Advisory Center servicing the U.S. Army Corps of Engineers in Concord, MA.

About the Surrounding Area:

The District headquarters located in Concord, Massachusetts and is situated approximately 18 miles northwest of Boston, the capital of the state. Concord has the feel of a suburb with much historical flair. Not far from Concord center is Minute Man National Historical Park where the American Revolutionary battle of Concord-Lexington took place in 1775. Recreational opportunities abound within a few hours drive which include beautiful coastlines, beaches, mountains, lakes, and many museums and historical sites. Concord is part of the Boston metropolitan area with an estimated population of 5 million. The area includes lots of opportunities to participate in various cultural activities, view championship professional sports teams, and take advantage of the numerous nationally recognized higher education institutions and health care facilities that reside in the area.

Responsibilities

You will serve as a Human Resource Specialist (Classification/Recruitment & Placement) in a Civilian Personnel Advisory Center and apply knowledge and skill in Human Resources methods, principles and evaluative methods. Specifically, you will:

Advise management on recruitment strategies, sources, relocation, special programs and retention incentive programs.

Provide guidance on merit system principles, prohibited personnel practices, and the development and use of valid selection criteria.

Write vacancy announcements and produce referral lists.

Ensure priority consideration programs are appropriately utilized.

Prepare requests for OPM certificates or obtain applications for rating under direct hire authority or merit promotion.

Verify employment eligibility, qualifications, salary determinations and set pay.

Provide technical advice to managers in exercising their delegated classification authority.

Analyze and advise on the classification of individual position descriptions.

Provide advice on the position classification process, the use of classification references and automated tools.

Assist with planning and implementing reorganizations and with classification appeal procedures.

Explain regulations, procedures, and determinations to inquiring employees, candidates, and supervisors.

Provide advice and assistance on automated personnel programs.

Qualification Requirements 0201 series:

GS-09:

Specialized Experience: One year of specialized experience which includes meeting all of the following: (1) determine applicant qualifications; (2) develop referral lists; (3) create job announcements; and (4) research/interpret a variety of civilian personnel regulations. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-07).

OR

Education: Master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree or LL.B. or J.D. in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as: Human Resources, Business or Public Administration.

OR

Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the first year (total graduate semester hours minus 18) by 18. Add the two percentages.
