Utilize federal and agency qualification standards and examining guidelines to determine the eligibility of applicants. Ensure proper application and adjudication of veterans' preference. Post vacancy announcements and issue lists of eligible candidates to hiring managers, make job offers, and coordinate processing of personnel actions to resolve issues and ensure the effective coding of personnel action requests. Set and/or review compensation based on policy and guidelines.
Develop and maintain job analysis, rating factors, crediting plans, and registers. Apply standardized internal/external recruitment strategies to aid in strategic recruitment planning and advisory services on Wage Mariner. Provide advice on qualification requirements and rating/ranking process used to evaluate candidates. Maintain staffing documents and perform close-out/audits on referral/selection certificates. Represent the office at career job fairs.
Provide management consultative services to hiring managers on procedural and regulatory requirements governing the recruitment process. Collaborate with management in employing change management practices such as strategic planning and workforce development. Identify areas requiring policy, guidance, or standard operating and support development.
Participate in on-boarding new employees while maintaining communication with selectees throughout the process. Initiate, review, and release documents for security and suitability adjudication. Conduct New Employee Orientations.

These duties are described at the full performance level of the ZA-3; the ZA-2 is developmental leading to such performance.,qualifications:Qualification requirements in the vacancy announcements are based on the U.S. Office of Personnel Management (OPM) Qualification Standards Handbook, which contains federal qualification standards.  This handbook is available on the Office of Personnel Management's website located at: https://www.opm.gov/policy.EDUCATION:   There is no positive education requirement for this position.SPECIALIZED EXPERIENCE: Applicants must possess one year of specialized experience equivalent in difficulty and responsibility to the next lower grade level in the Federal Service.  Specialized experience is experience that has equipped the applicant with the particular competencies/knowledge, skills and abilities to successfully perform the duties of the position.  This experience need not have been in the federal government.Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations e.g., professional; philanthropic, religious; spiritual; community, student, social). Volunteer work helps build critical competencies; knowledge, and skills and can provide valuable training and experience that translates directly to paid employment.  You will receive credit for all qualifying experience, including volunteer experience.To qualify at the ZA-2 or GS-09 level:SPECIALIZED EXPERIENCE: Applicants must possess one full year (52 weeks) of specialized experience equivalent to the ZA-2 or GS-07 in the Federal service. Specialized experience MUST include all of the following:

Providing support to delivering recruitment and placement services to management and employees;
Processing and documenting personnel and payroll actions, coordinating actions with employees and management to resolve issues; and
Using HR applicant examining systems to advertise, recruit, and evaluate applicants for selection and placement.

-OR-SUBSTITUTION OF EDUCATION: Masters or equivalent graduate degree OR 2 full years of progressively higher level graduate education leading to such a degree OR LL.B. or J.D., if related.-OR-COMBINATION OF EDUCATION AND EXPERIENCE: A combination of education and experience as described above. Note: Only graduate education in excess of one year is qualifying for combination.
To qualify at the ZA-3 or GS-11 level:SPECIALIZED EXPERIENCE: Applicants must possess one full year (52 weeks) of specialized experience equivalent to the ZA-2 or GS-09 in the Federal service. Specialized experience MUST include all of the following:

Providing advice and guidance to management on recruitment and placement regulations, programs and/or practices, and development of recruitment strategies;
Performing job analyses to establish and validate rating, ranking, and selection criteria; and
Providing advice and guidance to managers on a variety of HR Management functions and policies such as: Staffing Services, Position Management /Classification, Employee Benefits, and Employee Development.

-OR-SUBSTITUTION OF EDUCATION: Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree or LL.M., if related.-OR-COMBINATION OF EDUCATION AND EXPERIENCE: A combination of education and experience as described above. Note: Only graduate-level education in excess of two full years is qualifying for combination.

QUALITY RANKING FACTOR (FOR BOTH THE ZP-2 AND ZP-3): Applicants will receive additional weight on their overall rating if they possess these additional experiences:

Having experience serving as a HR Specialist for maritime, shipbuilding, wage grade and / or blue collar positions.
