SUMMARYThe Human Resources Operations Manager is responsible for the management of Human Resources operational activities for domestic and international management and staff (HQ, core team, and service center staff f) including contracts, payroll, timesheets, labor posting, onboarding, benefits, records management, and HRIS. The HR Operations Manager will ensure well documented and defined processes and procedures exist, and that HR operations are functioning effectively. The HR Operations Manager will establish quality benchmarks for each area of the HR operations function and will monitor and report on progress on a regular basis, managing to the established performance standards set. ESSENTIAL DUTIES include the following. Other duties may be assigned. Corporate Human Resources Administration-Oversee overall HR policy environment for domestic and international concerns, ensuring that the personnel policy handbooks for domestic and corporate international staff are up to date, accurate, and effectively communicated.-Ensure that all elements of employee records, benefits files, corporate documents, etc., meet compliance rules and are kept up to date.-Ensure that all employee information is current in the HRIS system.-Manage the verification (including employment verification processes) are documented, and that HR Operations staff work within the legislated guidelines at all times ensuring that need to always be at ‘audit’ standard, and kept in compliance with regulatory and privacy standards.-Ensure all employees have an active employment status in the US. Work with immigration attorneys on renewals and new applications for work authorization.-Proactively ensures that job descriptions up-to-date and maintains detailed job descriptions and relevant compensation structure. Payroll Administration-Manage the payroll process ensuring all source data is accurate, to audit standard, timely and efficient payroll for domestic and international staff. Manage the relationship with the payroll vendors, ensuring processes and procedures are streamlined and well documented.-Critically review and analyze current payroll, benefits and tax legislation and procedures in order to recommend and implement changes leading to best-practice operations-Audit W-4s, payroll balance sheets, YTD earnings, etc.-Communicate actively with other departments to review cross-departmental impacts and reconcile data sharing-Manage International payrolls including France and UK.Benefits-Provides HR team and leaders with tools to ensure all pay adjustments and promotions conform to established guidelines, policies and practices.-Monitoring employee benefit enrollments for newly hired employees and status changes-Keeping current on legal and regulatory actions that affect compensation and benefit programs-Evaluates and compares existing company benefits with those of other employers by analyzing plans, surveys, and other sources of information. Plans, develops, and\/or participates in area and industry surveys. Analyzes results of surveys and develops specific recommendations for review by management.-Installs approved new plans and changes by preparing announcement material, booklets, and other media for communicating new plans and updates to employees. Conducts educational employee meetings and arranges for enrollment of employees in optional plans. Revises and reissues all communications material on benefits from time to time. Advises and counsels management and employees on existing benefits.-Partners with service providers to ensure a positive benefits experience.-Assures company compliance with provisions of Employee Retirement Income Security Act and the Affordable Care Act. Supervises preparation of reports and applications required by law to be filed with federal and state agencies, such as Internal Revenue Service, Department of Labor, insurance commissioners, and other regulatory agencies. Ensures compliance with all state and federal discrimination and employment regulations. Onboarding-Ensure the timely and accurate preparation of all on boarding processes, including benefits enrollment and contracts.-Oversee the HR Operations staff responsible for these critical employee touch points ensuring the quality and tone of all transactions with hiring managers, supervisors, and new employees is welcoming, positive, and professional, and delivered with quality. -Ensure appropriate offer and contract management systems are in place.-Ensure the timely and accurate implementation and administration of all employment and consulting contracts in accordance with departmental standards and in the service of providing management and new employees with a high level of satisfaction about the employment relationship. Supervisory Responsibility -Responsible for supervising and overall direction of 1 employee in Georgia and 1 outsourced Benefits Administrator.-Carries out supervisory responsibilities in accordance with the organization's policies and applicable laws. Responsibilities include interviewing, hiring, and training employees; planning, assigning, and directing work; appraising performance; rewarding and disciplining employees.-Addresses complaints and resolves problems in a timely manner.
