Summary
This position is for a HR Specialist for the VA Capitol Health Care Network (VISN 5).The VA Capitol Health Care Network consists of medical centers located in Martinsburg, WV, Huntington, WV, Clarksburg, WV, Washington, DC, and the VA Maryland Health Care System, comprised of the Baltimore VA Medical Center, the Perry Point VA Medical Center, and the Baltimore Rehabilitation and Extended Care Center.
Responsibilities

Incumbent serves as a consultant and advisor to the Human Resources Officer and Deputy Human Resources Officer on matters relating to Human Resource program and operations, productivity, and efficiency of network workforce initiative
Assists the Human Resources Officer and Deputy Human Resources Officer in the design of recruitment strategies that facilitate the hiring and retention of staff that meet critical skills and key network performance requirements.
Provides advisory and technical guidance to management, co-workers and other employees as appropriate on recruitment/placement strategies, Labor/management-employee relations, performance and incentive awards, classification/position management/compensation and pay, workers compensation, job offer issues, and other HR matters.
Provides recruitment and staffing services for all positions assigned to the Network's Office.
Responsible for the development, coordination and monitoring of the Network New Supervisor Training Program.
Communicates and provides technical assistance and guidance to key management officials on HR management principals, techniques, and acceptable practices as well as guidance on new initiatives having direct impact on HR programs within the Network.
Provides HR advice and assistance to the VISN 5 Equal Employment Opportunity Manager and the VISN 5 Strategic Planner regarding workforce planning, and establishment and measurement of recruitment goals for hard-to-fill occupations, recruitment strategies for underrepresented groups, and to meet veteran and handicap goals.
Interprets and analyzes data from a variety of automated databases developed for use in specialized HR information reporting and retrieval.
Serves as VISN Education Debt Reduction Program Manager.
Maintains a strong commitment to customer needs.
Serves as technical authority on the operation of HR automated systems and applications.
Analyzes and interprets system requirements and changes as they impact on HR processes and procedures, and recommends appropriate actions.

Qualifications

Time-In-Grade Requirement
: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-12 position you must have served 52 weeks at the GS-11. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. Note:

You may qualify based on your experience as described below: Specialized Experience:
You must have one year of specialized experience equivalent to at least the next lower grade GS-11 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include: Serving as technical authority on the operation of Human Resources (HR) automated systems and applications (e.g. HR Smart, VISTA, Web HR, etc ... ). Providing advice on the use of data and developing informational and statistical reports to support management's HR planning, requirements and decisions for serviced organizations. Serving as a specialist providing technical guidance on complex issues, and instruction to staff members in order to maintain continuity of operations and consistency of information disseminated, to include interface between HR and DFAS systems. Analyzing and interpreting system requirements and changes as they impact HR processes and procedures, and recommends appropriate action. Identifying areas where automation can eliminate labor intensive HR manual systems or enhance current automation. Providing guidance and technical guidance to management as appropriate on recruitment/placement strategies, labor/management-employee relations, performance and incentive awards, classification/position management /compensation and pay, workers compensation, and job offer issues.

Physical Requirements:
The work is primarily sedentary. It may involve some walking, standing, bending, or carrying of light items.

Receiving Service Credit or Earning Annual (Vacation) Leave
: Federal Employees earn annual leave at a rate (4, 6 or 8 hours per pay period) which is based on the number of years they have served as a Federal employee. VA may offer newly-appointed Federal employee's credit for their job-related non-federal experience or active duty uniformed military service. This credited service can be used in determining the rate at which they earn annual leave. Such credit must be requested and approved prior to the appointment date and is not guaranteed.
