Provides counsel, support, and guidance necessary to meet the human resource needs of the City. Performs a variety of professional and analytical work to include recruitment and selection, job classifications and compensation analyses, and employee relations for assigned departments. Participates in the planning, development, and coordination of policies, procedures, and programs in all areas of the human resources function.


*Functions as a team member of the Human Resources management team to provide counsel, support and guidance necessary to meet the human resource needs of City departments. Works closely with HR management team members to determine the human resource needs of assigned departments. Solicits input from departments in the development of new programs, policies and procedures. Keeps departments informed of current human resource issues, policies, procedures, programs, training, etc. Works closely with departments to answer questions, provide information, and expedite requests for personnel actions.

*Performs complex and highly responsible duties in all areas of the human resources function. Plans, develops and implements the recruitment, screening, interviewing and selection function. Provides policy interpretation and guidance to hiring managers on the methods of recruitment, screening, interviewing and selection in order to hire the best qualified employees for each position. May administer the Public Safety recruitment and promotional procedures. Advises departments regarding legal compliance issues and ensures that departments are kept informed of any changes or new developments in employment law.

*Provides guidance to departments in the area of employee and management relations. Provides policy interpretation and recommends particular courses of action concerning performance management and disciplinary actions. Coordinates with the Office of the City Attorney on the management of employee relations issues; seeks guidance and clarification on the interpretation of employment law as needed. Confers with and ensures managers are informed of complex employee relations issues. Acts as facilitator to manage conflict within or between departments. Works with HR team members to coordinate grievances. Recommends utilization of the Employee Assistance Program and facilitates mandated referrals as needed. Manages unemployment compensation cases to include attendance at hearings, entering appeals, and presenting the City's case where necessary.

*Provides guidance to departments in the area of performance management. Provides guidance and information to departments in the use and implementation of the City's Performance Management Plan. Partners with department heads, managers and supervisors in the development of strategies for increasing levels of performance. Develops performance improvement plans, letters of expectation and other tools to assist departments in managing inadequate levels of employee performance.

*Performs duties in the areas of position classification and compensation to include writing and/or revising job descriptions, conducting individual and departmental job audits, developing and establishing new positions, and classifying positions. Reviews results with HR management team members. Plans and assists in gathering salary data and evaluating and recommending salary adjustments as appropriate, and in concert with the City's compensation philosophy. Ensures legal compliance with compensation laws.

*Works with departments to determine type and topics of training and development needed for staff. Coordinates with the HR management team members and departments to provide in-service training and/or utilize outside resources. Develops and conducts training and development sessions on a variety of topics.

*Assists in designing and updating human resources policies, programs and activities. Assists in the completion of a variety of special projects and studies requiring initiative and resourcefulness. Keeps informed of new developments and innovations in the HR field. Conducts research and prepares reports on a variety of topics, as assigned.

*Attends a wide variety of meetings; participates in task forces, on committees, boards, and special councils. Takes an official stand for the department on issues presented, after consultation with HR management team members.

*Assists in training new staff members and cross training current staff members. Provides guidance and expertise to HR staff members. May supervise clerical personnel within the Department of Human Resources.

*Performs other related duties as assigned.


Graduation from an accredited college or university with a Bachelor's Degree in Human Resources, Public or Business Administration, the Social Sciences or related field. PHR/SPHR/SHRM-CP/SHRM-SCP/IPMA-CP/IPMA-SCP certification preferred. Some supervisory or team leader experience preferred. A minimum of three (3) years of responsible experience in human resources in the areas of recruitment, screening, interviewing and selection, position classification and compensation, employee relations, legal compliance, organizational development, and training. Thorough knowledge of principles, practices and laws in the human resources field. Knowledge of local government organization and operation preferred. Proficiency in personal computer operations to include word processing, spreadsheets and presentation software. Ability to handle large volumes of work and complete multiple assignments under time constraints; design, analyze, and implement policies, procedures, and programs; develop and present analytical studies, reports, and recommendations; plan, direct, and coordinate activities of designated projects to ensure that goals are accomplished within prescribed time frames either personally or through project teams; establish and maintain effective and harmonious working relationships with diverse populations. Must possess excellent oral and written communication and presentation skills. Must successfully pass a background check related to this position. A combination of education and experience may be considered for this position.


Performs duties under the limited supervision of the Director of Human Resources or designee through discussions and consultations. Receives guidance and assistance from HR management team members. Performs complex professional work in all areas of the HR function. Works with a varied group of personnel on a variety of projects and issues concurrently. Considerable contact with all levels of City officials, employees, the general public and related outside organizations. Incumbent must have the ability to work effectively and efficiently in a collaborative team environment. Requires tact and diplomacy in resolving problems. Requires considerable initiative and independent judgment. Requires some travel to outlying city departments and within the local area. May require work beyond the normal 40-hour workweek to include evenings and weekends. The incumbent will be considered essential personnel during city emergency situations to provide support to the Emergency Operations Center (EOC) to include long hours and unusual schedules. This is an experienced level position in the Human Resources Generalist series. This is an exempt position.
