The Associate Director of Human Resources HOU/AUS is responsible for the day-to-day Human Resources operations of both the Houston, Texas and Austin, Texas offices, including giving guidance on Human Resources matters to all local administrative functions; preparing the annual Human Resources expense budget and variance analyses; and business continuity planning. Additionally, promotes a positive environment that encourages teamwork and personal development. Administers various human resources plans and procedures for all HOU and AUS personnel.
Candidates will have the following responsibilities:
The incumbent provides Human Resources guidance to all local administrative functional areas (including mentoring, advising, coaching, counseling, and mediating) to achieve a service-oriented culture.
Keeps the CHRO and the DA informed of Human Resources operational issues and HR initiatives. Informs Managing Partners of issues in the absence of DA.
Works with the DA to coordinate between local managers to achieve a balance between marshalling resources to support the lawyers’ specific needs as well as providing consistent practices.
Assists the DA with the preparation of the annual office operating budget in areas of Human Resources and other personnel related general ledger accounts, manages expenses to budget; and provides routine reporting and recommendations. Approves local invoices for payment.
Assists the DA with implementing business continuity pre-event and recovery plans in accordance with the firm’s Business Continuity and Disaster Recovery Plan. Along with DA and Associate Director of DR/BC Special Projects, ensures the Crisis Management Team is educated and trained to operate under the plan when necessary. In the absence of the DA, updates lawyer management on the plan operations.
Assists DA with intake of lateral partners or lateral partner groups.
Responsible for the annual support staff performance reviews. Manages compensation administration and makes recommendations to the DA and CHRO.
Supervises the coordination of HOU and AUS office meetings, social events, staff appreciation events, office holiday parties, and other events for staff. Prepares annual calendar of events.
Conducts periodic educational meetings for support staff.
Assists in the development of firm policies and benefit plans in conjunction with the DA and CHRO.
Ensures consistency with employment policies and legal compliance including ADA, FMLA, Wage and Hour, Visa and Immigration Laws.
Supervises Human Resources Coordinator or Human Resources Generalist.
Works with Legal Support Services Manager to assure that proper secretarial coverage is provided to attorneys and ensures that the LPA team model and ratios align with the firm-wide targets.
Provides assistance and guidance on the legal aspects of hiring, including INS regulations, reference checking, screening of resumes, and preliminary interviews.
Serves as liaison with employment agencies. Negotiates fee structure for temporary and permanent placements.
Leads the entire recruiting process for non-lawyer personnel ensuring that all requests for replacement personnel are approved.
Oversees the background check, conflicts check and reference check processes on applicants being considered for employment.
Prepares employment offers for non-lawyer positions.
Conducts new hire orientation for all new HOU and AUS personnel.
Communicates benefits plans and programs to HOU and AUS employees, including open enrollment programs. Assists in resolving employee benefit problems with the Employee Benefits Department.
Coordinates visa application process for several work visas including B-1, H-1B, J-1, L-1B, E-3, TN, and O-1. Coordinates application process for permanent residency status.
Coordinates onboarding of Visiting Foreign Attorneys.
Reports all Workers Compensation claims, files claim information as required, follows-up on claims and researches problems. Manages claims with assistance of worker's compensation carrier, case managers and the Employee Benefits Department.
Participates in salary surveys on a regular basis to ensure the firm maintains competitive pay practices. Analyzes survey results and recommends market adjustments if needed.
Prepares departure packets and conducts exit interviews for all HOU and AUS employees. Provides exit interview feedback to CHRO, DA, Office Managing Partners as needed.
Keeps the CHRO and DA informed of significant ongoing personnel issues in the HOU and AUS offices. Investigates employee complaints and develops recommendations to resolve personnel matters. Oversees all staff employee relations issues and reports to same to CHRO and DA. In absence of DA, reports issues to Office Managing Partners when appropriate.
Edits and approves non-exempt time entries in eLabor Time and Attendance System.
Administers and manages FMLA and STD policies for HOU and AUS offices. Coordinates all FMLA/STD requests with central Human Resources.
Tracks attorneys TX Bar information and keeps the CHRO and DA informed of any discrepancies.
Assists with secretarial assignments.
Verifies vendor invoices; reviews monthly expenses.
Holds periodic support staff meetings.
Perform other duties as assigned by Office Managing Partners, CHRO, and/or DA. Requirements:
Ability to express self effectively, both orally and in writing. Demonstrated leadership skills such as organizing, problem-solving, planning, controlling, and decision-making necessary for effective management. Generalist experience in all disciplines of human resource management . Experience with budget preparation and variance reporting. Ability to establish effective working relationships with all Firm personnel. Must have working knowledge of all pertinent employment laws and a thorough knowledge of state and federal regulations. Must possess the ability to counsel with employees, demonstrating confidentiality and resourcefulness.
Qualified candidates should have a degree in either Human Resources Management or Business Management. Experience in Human Resources management for a minimum of ten years required.
Qualified candidates should also be available to work extended hours as necessary to ensure that the work needs of the firm are met. Ability to travel to Austin office multiple days as needed. Ability to assume additional responsibilities as they arise. The position is subject to periodic situations involving high levels of stress.
