Job Summary: Reporting to the Human Resources Director, the Talent Acquisition (TA) Consultant provides specialist expertise on full scope internal and external recruitment and retention services for unionized and non-contract roles. Duties\/Accountabilities: Technical \u2022 Manages postings using the Applicant Tracking System (ATS). \u2022 Identifies candidate pool, prescreening candidates, development of interview questions, participating on interview panels, referencing candidates and providing recommendations regarding salary placement. Manages recruitment portfolio providing guidance and advice to hiring leaders and senior leadership working closely as a business partner through methods such as developing marketing strategies and conducting comprehensive market surveys. \u2022 Oversees various recruitment related programs, campaigns and special projects such as planning, preparing for and attending local, provincial, national and international conferences and recruitment fairs. \u2022 Consults with and leaders\/managers\/directors to determine workforce\/succession planning needs in identify their short and long term recruitment needs, developing innovative external recruitment strategies, advises on best practices, and develops and implements a strategic recruitment plan. Oversees continuous process improvement and transformation change initiatives for portfolio. \u2022Identifies and maintains accurate market data on potential candidates (eg. resumes, compensation, position title, contact information, etc.) in the ATS database. Working Relationships \u2022 Represents BCCSS at a variety of forums including attending provincial and regional meetings\/conferences, Ministry of Health initiatives, academic organizations, regulatory bodies and other third party stakeholders and Health Authorities and advocate the interests of BCCSS and maintaining and developing networks. \u2022 Internally, builds and maintains relationships with executive leaderships, directors, managers, and staff within the organization. \u2022 Contacts prospective candidates Decision Making \u2022 Researches, conducts preliminary outreach and evaluating potential candidates in the market. \u2022 Determine appropriate candidate identification and acquisition strategy for each position hiring. Leadership \u2022 Not responsible for managing a team. Budgets \u2022 Not responsible for managing a budget. Performs other related duties as required. Qualifications: Education, Training and Experience \u2022 A level of education, training, and experience equivalent to a Bachelor\u2019s degree in HR, \u2022 Minimum three (5) years of recent related experience. Knowledge, Skills and Abilities \u2022 Excellent written, verbal, and interpersonal skills; aptitude to listen, ascertain the needs of clients, develop relationships, and respond accordingly in a timely and efficient manner. \u2022 Working knowledge of standard HR policies and practices, collective agreements, and related employment legislation. \u2022 Strong analytical, critical thinking, detail oriented and strong decision-making skills. Demonstrated ability to collect data from a variety of sources, analyze, produce reports, and make recommendations. \u2022 Ability to work both independently and as an effective team member. \u2022 Able to multi-task, organize and prioritize workload to manage concurrent multiple projects and successfully meet deadlines. Work well with frequent interruptions. \u2022 Demonstrated knowledge and ability to utilize related equipment and computerized software packages such as the Microsoft Office suite at an intermediate level. \u2022 Knowledge of Brain Hunter, PeopleSoft system experience is an asset. \u2022 Physical ability to perform the duties of the position.
