Organization and Team Description:
The purpose of the Trading & Supply (T&S) business is to maximize sustained value creation across commodity markets in support of overarching Downstream objectives of material cash generation and a high return on capital.
The Commercial Operations organization includes both ‘run the business capabilities’ covering trading operations support activities (previously in GOCs and Regional Comm Ops), as well as ‘change the business capabilities’ through enhanced business transformation activities such as a joint data and digital team, project delivery, and Centre of Excellence.
The Project & Program Delivery (PPD) team is a new, highly driven team of project management and PMO experts focused on delivering real solutions that add business value and help drive the T&S strategic agenda forward and works with consulting companies where additional resourcing is required. The PPD team are responsible for a broad range of projects in scope (from Commercial, Operations and Risk focused), type (Business Transformation, Process redesign, Compliance, SBO migration, technology, etc) and size (from small improvement projects to multi-year programs). Recent programs have included risk remediation, Counterparty Lifecycle Management, KYC and Sanctions.
Purpose and Accountabilities:
Reporting to the Manager Project & Program Delivery team, the project resourcing manager proactively manage project management resourcing demand and supply through leveraging the skills and personal development aims of the internal T&S project teams and appropriately utilise external suppliers in a fit for purpose way to source contractors within the agreed budget. This is a new role in a new team and needs to be further shaped by the successful candidate.
The T&S Project Resourcing manager has responsibility to:
Work with the BOM or Project sponsor to develop the requirements for the resourcing of the project/program.
Set the project/program up for success by ensuring the right team is assigned to the project/program.
Identify the required scale of the resources, securing them and assigning them to individual projects. It is expected active recruitment of talent (internal and external) is needed as well.
Prioritise and allocate resources. Manage utilization.
Ensure enough skilled and experienced project managers are available to deliver the projects and programs across T&S. Actively working on a talent pipeline that has strong project management capability as well as strong T&S business knowledge.
Create the optimum mix of internal and external resources. Accountable to ensure we in-source key roles with Shell staff.
Line and functional management sit with the regional leads of the PPD team (so not this role), however the skillpool manager is expected to work closely with the leads to ensure that we have the right capability across the PPD team, particularly from a talent development perspective.
Define the sourcing strategy and executing with the agreed external suppliers. Including feedback and performance management of the suppliers.
Ensuring cost recovery through optimized resource planning.
Drive implementation efficiency and effectiveness across the projects and future projects to minimize cost, increase speed of implementation and maximise value delivery.
Create standardise and simply to follow onboarding and performance management for contractors
The T&S Project skillpool manager will be expected to:
Quickly build and leverage relationships with senior sponsors (GM and above) and key stakeholders to understand the project/program and what resources are required to deliver that.
Use problem solving skills to capture business problems, value drivers, and functional/non-functional requirements to define the resourcing requirements with the business and obtain business buy-in for the project from a diverse and senior stakeholder community
Stakeholder management- manage stakeholder relationships at senior levels in the T&S organisation (VP, VP-1)
Maintain a collaborative working environment where the team (both internal and external) is motivated to deliver and actively develop the culture of a high performing team
Actively participate in developing the Project & Program Delivery Community, providing support and mentoring and participating in cross project assurance activities.

Reports into Manager Project & Program Delivery (NL)
No direct reports, but management of contracting pool and key suppliers
Responsible for effectively use of contractor spend (100 FTE)
Contractor spend delivered on budget

The role requires a mix of project management, resourcing, and talent development experience.

Strong in stakeholder management and building relationships with people across the organisation. Can influence key stakeholders at all levels in the organisation where necessary (Mastery)

Ability to motivate and drive the performance of a team which is outside of direct line management
Team-oriented with the ability to work independently and share knowledge and learnings
Experienced in working in global teams and with third parties
Bachelor's degree from an accredited university (or equivalent work experience).
Strong business knowledge or network in Trading is a benefit
Excellent written and verbal communication skills are essential.
Must be comfortable speaking up, escalating concerns and can provide an independent view and voice.
