Job Description:

The Policy Benefits Services (PBS) Lead HR Advisor provides SME support for Policy, Compensation, Pension and Benefits transactions, processes and/or queries that require a higher level of investigation and expertise, and ensures timely, accurate resolutions. This role also leads PB advisors in HR Operations who provides transactional and advisory support to PB in country as well as PH HR Operations cluster team. It also provides advice and supports country local projects by working with various stakeholders within HR and 3rd party vendors to identify and solution a variety of functional system changes driven by business requirements.

A substantial part of this role evolved to provide significant support to Policy and Benefit in-country projects including Divestments activity, Policy and Compensation, Benefits program changes through the Country Review, and system integration to Shell People, Workday and other 3rd party systems.

Specific new accountabilities include:HR Operational Delivery - Manage high complex and high risks processes for Shell companies in the Philippines Employees:


Responsible for ensuring accurate delivery of PBS processes to employees/LM in relation to their Pension, Policy and Benefits; where required personally supporting HR Advice/Operations in managing more complex/exceptional Pension/Benefits/Policy -related queries
Create overall Severance packages which includes calculation of amount for Philippines EEs and expat outs for individual, Re-organization and/or divestments. Coordinate with 3rd party vendors for invoice billing and authorize benefits related to redundancy (LHH)
Provide provisioning cost to Finance and the business to estimate costing for potential business restructuring. Work with finance to ensure cost allocation is correct and aligned with business plans
Ensure end-to-end delivery of statutory and company benefits for Downstream, Upstream and SBO.
Create and ensure process is working effectively with Country Operations, Payroll, HR Advice, Policy, and other HR teams.
Manages and ensure accurate execution of overall IPR merit and bonus cycle for Philippines that includes complex and high-risk amounts. Includes data and analysis audit, close coordination with HR Advice, Operations and Global IPR team
Ensure accurate and effective data integration with 3rd party vendors (HMO, government i.e. SSS, HDMF and PhilHealth, LHH) from Shell People to 3rd Party applications
Responsible to interpret system design of SP interfaces to 3rd party vendors. Represent PBS in team meetings to discuss system issues and design workflow to avoid issues from recurring.
Deals with vendors through monthly connects to improve ways of working and ensure seamless data integration flow
Responsible in handling complex SP/Data analysis and deep understanding on Policy to interpret data to support activities in country (i.e. divestment, policy review, data driven projects, Vacation Top up, Work-up, Salary Survey etc.)
Co- create the design and implementation of new Policy and create a process design for the activities in PBS (Set up of new wage types, impact to interfaces, etc.)
Oversee and decide on exceptions/step-outs to processes - Share expertise and knowledge on policies and processes to effectively deliver through team of advisors
Establish strong integration with other teams in the HR Model, ensuring HR operations assumes end-to-end accountability for issue resolution (Legal, HR Advice, PBS, ER/IR, Finance, Payroll accounting, Payroll team). Understand and interpret projects/request from Pension, Benefits, Policy and Compensation staff - advising on any issues or implications.
Analyze impacts and manage requests for date adjustments on the system, ensuring complex system, policy and legislative requirements are upheld. Coordinate and ensure monthly audit are performed, investigate complaints & exception related request from Lined Manager/Employee (LM/EE) to ensure accurate EE data profile and work with HR Operations team for data integrity
Support all PBS reporting activities and data quality checks by compiling and analyzing large amounts of data from both internal and external sources. Manage significant levels of risk and/or compliance with legislative requirements.
Administer pension processes for expats out of country, ensuring they are aware of tax impacts.
Inform, collect and ensure accurate declaration of benefits payment received and outstanding from EE.
Support, track, coordinate and maintain list of employee and retiree communications related to PBS activities. Work with Policy teams to gather content and ensure completion on time. This activity also includes ownership of large distribution lists.
Coordinate and ensure compliance to Shell Group Records Management policy for Philippines employee files and information.
Manage all HR Online content for PBS.
Monitor and ensure compliance to standard processes, creating interventions (redesign or retrain) as needed to address.
Identify/lead continuous improvement activities for local processes and support global changes.
Achieve Service Level Agreements, meet targets and ensure integrated partnership with in country partners.
Ensure regular engagements, proactive communication, collaboration and full transparency of team's service quality and overall performance based on metrics. Support the Operations Manager in building and maintaining excellent working relationships with these teams.
Manage a team of PBS Advisors to ensure the delivery of end to end HR Operations support to merged team, employees, line managers, 3rd party service providers and local HR across the Philippines country cluster.
Provide staff development, supervision, motivation and leadership within the team in the area of coaching and performance feedback and contributing to the identification of training and development opportunities. This entails positive recognition opportunities, performance reviews, promoting career development within and outside of the team and giving space for personal and professional growth.
Provide input to streamline processes and procedures within HR Operations using best practice and Shell People functionality, to provide better efficiencies and reduce costs.

Manages a team comprised of 9 HR Advisors.
Reporting to the Philippines Operations Manager


Requirements :


Strong focus on supporting PBS leadership and subject matter experts (in Country and in Services), and as such this role must provide excellent support and fully contribute as part of the larger PBS teams in key projects/deliverables. External Service Providers are also widely in the PBS team, so strong interpersonal and knowledge of vendor relationship management skills will be required.
Strong analytical, Excel and data management skills.
The ability to troubleshoot and investigate complex reporting, date and process issues, have strong influencing skills and be very flexible and resourceful to manage change.
This role support in country PH Policy Team on projects, where there will be a requirement to independently determine end-to-end implications and develop recommendations.
Ability to assess and deliver complex, and potentially ambiguous, requests in a fast-paced environment where deadlines are critical.
Effectively manage multiple priorities, such as simultaneous operational issues and projects. Be able to proactively to flag issues and make early interventions and recommendations.
Strong focus on collaborative working with members of a variety of teams locally and globally.
Ensure a strong customer focused and commercial mindset within the team.
Enable and promote a deeper business understanding to staff, share best practice between the team members striving for continuous improvement of service delivery and to increase efficiency of services.
A demonstrated ability to work independently while under pressure to deliver in mandatory timelines is critical to this role. A strong team ethic is required as well as both excellent written and verbal communications skills.
Strong organizational skills are necessary to manage a very busy and fast paced workload to ensure compliance with legislative filing requirements and process guidelines are carried out accurately and in accordance with FCM controls.
