Reporting to the Library Director, the DAD of Workforce Development serves as HPLs champion for the departments Workforce, Equity, Diversity, and Inclusion initiatives. The DAD works collaboratively with library staff on all levels of the library to support and foster a departmental culture of inclusivity and belonging. The incumbent oversees the development, implementation and ongoing management and evaluation of the Librarys workforce, Equity, Diversity, and Inclusion Action Plan. The DAD will serve as the key advisor to the HPL Race and Social Justice Taskforce and serves in an advisory capacity and collaborative member of the librarys executive leadership team. The successful candidate will be an engaging and consummate professional, have strong communication skills, leadership acumen, a collaborative work style, and successful change management experience. The DAD will have broad knowledge and sustain an acute awareness of current trends in the areas of racial equity, diversity, and social justice, ideally with particular emphasis in the library industry.
Essential duties and functions include the following. Other related duties may be assigned.
Coordinates the review of new and existing internal and external departmental policies, procedures, programs, services, and initiatives to ensure equitable practices. Identifies disparities in department practices, programs and services and works collaboratively to remove underlying drivers of racist and/or inequitable program or policy outcomes.
Leads the development of the departments first Equity, Diversity, and Inclusion (EDI) Action Plan in coordination with stakeholder feedback. Monitors the EDI Action Plan goals, performance indicators, and progress benchmarks.
Prepares reports and delivers presentations on the Librarys EDI plan development, implementation, progress, and evaluation, including but not limited to, the Librarys executive leadership team, HPL staff committees and affinity groups.
Serves as Key advisor to the departments Race and Social Justice Taskforce.
Stays current regarding EDI best practices, studies, and legislation to inform effective departmental EDI methodologies and strategies.
Expanding and improving recruitment efforts to reach wide and diverse pools of potential applicants, particularly through partnerships with relevant institutions.
Identifies and coordinates EDI training for the department.
Serves as advisor to executive leadership on providing an inclusive workplace environment. Recommends process improvement strategies regarding resource allocation, talent management, and organizational alignment. Ensures that department leadership is aware of local, state, and national EDI strategies, programs, and initiatives.
Assists with the departments hiring strategies including recruiting efforts, developing interview questions, forming interview panels, providing a smooth onboarding process, and providing mentoring and coaching opportunities.
Participates in professional development; represents the department at community meetings and events, and industry conferences, programs, events, and meetings.
WORKING CONDITIONS
This position is physically comfortable; the individual has discretion about walking, standing, etc. There are no major sources of discomfort in a normal office environment. Requirements
EDUCATION REQUIREMENTS
Requires a Bachelor's degree in Business Administration, Public Administration or a closely related field.
EXPERIENCE REQUIREMENTS
Seven years of progressively more complex/responsible administrative experience are required, with at least three of the years in a supervisory capacity.
A Master's degree in Business Administration, Public Administration or a field closely related to the work being performed may be substituted for two years of experience.
LICENSE REQUIREMENTS
Requires a valid Texas driver's license and compliance with the City of Houston's policy on driving.
PREFERENCES Preference will be given to applicants with:
Masters degree in Library and Information Science, Sociology, Human Resources, Public Administration, or another related field
Prior leadership and management experience in a large complex organization
Demonstrated ability to engage and work with staff on various organizational levels
Experience developing, implementing, and evaluating a complex organizational plan
Extensive knowledge and successful implementation of current EDI practices/trends
Prior experience in Human Resources or related internal service function
Knowledge of program management best practices
Knowledge and understanding of education, training and/or learning and development
Excellent group interaction and facilitation skills
Excellent presentation, oral, and written communication skills
Excellent human relations and interpersonal skills

Experience and proficiency with Microsoft Office (e.g., Excel, Word, Outlook and PowerPoint) and Adobe software
