Operations Manager, Center for Children, Families, and Workforce Development
The Center for Children, Families, and Workforce Development (the Center)
seeks an
Operations Manager
to oversee fiscal planning, budgeting and forecasting and human resources, including staff onboarding, ongoing training, and staff development. This position will provide in-depth professional budget, analytical, and forecast management to the Center’s Executive Director and the Center’s project managers. Responsibilities include supervision and coordination of fiscal operations and independent development and management of budgets; including planning, assessing, forecasting, consulting, and reporting for all budgetary accounts (federal, state, foundation, SPABA). Additionally, the Operations Manager is responsible for overseeing daily operations including personnel hiring, vendor and consultant contracts and onboarding.
This position will supervise part-time administrative support staff and co-supervise students assisting with grant-funded projects. The Operations Manager will independently assign, and monitor supervisee tasks, deadlines, and successful completion of responsibilities, as well as independently monitor and determine pay, performance, and ongoing employment.
The Operations Manager must maintain productive working relationships and act as a liaison for and represent the Center and the Director through interactions with campus administrators, faculty, staff, students, consultants, vendors, and grant sponsors/stakeholders while coordinating with the College of Health, Office of Sponsored Programs (OSP), Business Services, and other UM departments and entities with which the Center has financial relationships. The Operations Manager serves as the liaison between Center and OSP for all levels of grant management, including pre-award and post-award oversight and consults with sponsor agencies to address grant management issues such as prior approval requests, carryforward, and reporting issues.
This position serves under and reports directly to the Executive Director, but exercises a high level of autonomy and administrative leadership to supervise and coordinate daily operations. The position specifically includes the following tasks:
Financial Responsibilities
Manage payroll for Center personnel, and oversee payroll administration.
Review and facilitate completion of monthly time & effort reports.
Perform HR-related calculations, prepare employee salary projections, detect payroll errors on grant accounts, initiate corrections, and develop methods to reduce/alleviate future mistakes.
Develop and maintain financial trackers for the Center’s Principal Investigators and keep organized grant records for audit purposes.
Assist in budget preparations (pre-award) and work collaboratively with group directors to help meet external compliance standards (post-award)
Develop financial reports and provide analysis of budget data to inform budget-driven decision-making and meet established benchmarks
Facilitate and manage office supplies and purchases.
Human Resource Responsibilities
Initiate and oversee recruitment, interviewing, hiring, and contracting processes of all Center personnel.
Coordinate vendor and consultant set-up; communicate with the procurement office to create and sign contracts, and manage invoices.
Assist with onboarding of all new employees and contractors; familiarize staff with Center and UM policies and procedures.
Serve as the primary contact with HR.
Supervise administrative support team.
Assist the Executive Director in developing and updating job descriptions, managing performance reviews, and mapping career ladders for all staff.

Position Details
Position is full-time, 1.0 FTE, Letter of Appointment and includes a comprehensive and competitive benefits package

Schedule varies from M-F 8 AM -5 PM as needed to complete work.
Salary for this position is $47,000 - $52,000 per year, commensurate with experience.
Required Qualifications
Bachelor’s degree in a relevant field
Preferred Qualifications
Bachelor’s degree with preference given to those with financial training.
Experience in developing and managing budgets; maintaining accurate financial records; and accounting procedures.
Experience in human resources-related tasks such as staff onboarding and managing daily operations.
