This is responsible professional work directing and managing the City’s overall human resources services, policies, and programs. Responsibilities include coordinating the Risk Management and Safety programs; planning, developing, and organizing Human Resources programs; formulating the department’s operating policies and procedures; managing the employee benefits and wellness plans; overseeing the recruiting process; and making recommendations for City administration policies, rules, regulations, and procedures. Must exercise initiative, independent judgment, and discretion in carrying out the department’s daily operations. Work is performed under the City Manager’s direction and is reviewed through observation, conferences, reports, and results.
MINIMUM QUALIFICATIONS
Knowledge, Skills, and Abilities
Ability to apply knowledge of general laws, principles, and practices of Human Resources, Risk Management, and administrative policies governing those programs.
Thorough knowledge of public human resources administration and local government organization and procedures.
In-depth knowledge of multiple human resource disciplines including benefits, leave management, employee relations, training, and development.
Proven experience creating, implementing, managing, and participating in large scale human resources projects and initiatives.
Ability to work in collaboration with management while implementing best human resources practices.
Knowledge of modern trends and practices in Human Resources administration.
Ability to develop and evaluate long-term human resources management plans and programs.
Demonstrated ability to lead, identify and execute appropriate actions relative to operational situations or circumstances.
Ability to interpret and apply the City’s rules, regulations, policies, and procedures.
Ability to maintain strict confidentiality of information.
Proficient in computer applications, including
Microsoft Office.
Ability to communicate effectively verbally and in writing.
Ability to establish and maintain effective working relationships with officials, fellow employees, and the public.
Ability to lift, carry, pull, push, and maneuver materials weighing up to 50 pounds.
Training, Certification, and Experience
Bachelor’s degree from an accredited college or university in Human Resources, Business, Public Administration, or related field.
Master’s degree, PHR/SPHR preferred.
Five to seven years progressively responsible experience in public sector Human Resources administration, including three years supervisory experience, preferred.
Three to five years labor and employee relations experience, preferred.
Or, an equivalent combination of training, education, and experience that provides the required knowledge, skills, and abilities.
