POSITION OVERVIEW:
The Benefits and Leave Coordinator is part of the Employee Engagement and HR Operations team within the Human Resources Division. At TEA, the Human Resources Division is dedicated to attracting, supporting, and retaining a workforce of high-performing professionals who are committed to the agency’s broader mission. Our team works to achieve this by creating the structures and systems that support talent across the agency – this ranges from administering our performance management system, leading recruitment, and hiring efforts, providing talent development support, administering benefits and leave, and HR-related policies and procedures that are critical to supporting our staff and leaders.
Through superlative customer service, strong process-orientation, and problem-solving abilities, this position leads the coordination of the agency's benefits, leave, and time-keeping functions, and serves as a conscientious adviser to staff and managers navigating these systems. Additionally, this individual is responsible for supervising one employee, the Assistant Benefits and Leave Coordinator.
The ideal candidate will be a self-starter who enjoys working with others to identify opportunities to improve processes and implement those improvements. This individual performs advanced and/or supervisory (senior-level) human resources management work. The coordinator works under limited supervision, with considerable latitude in the use of initiative and independent judgment.

ESSENTIAL FUNCTIONS:
• Benefits Administration: Coordinates all benefits offerings and elections for employees, including during new employee onboarding and annual open enrollment. Serves as the agency's liaison with the Employee Retirement System (ERS) and other benefits providers. Conducts bi-monthly new hire benefits orientations. Collaborates with Payroll regarding retroactive premiums, Texflex and monthly reports. Updates and maintains TEA’s internal-facing Benefits Intranet site. Submits communication notifications to keep employees apprised of any upcoming events/changes related to benefits. Maintains employee digital filing system for benefits.
• Leave Management: Oversees the agency's Time & Labor functions. Effectively supports employees and supervisors to navigate leave, including but not limited to Family Medical Leave (FML), emergency leaves, and other special leaves. Reviews relevant leave documentation in a timely manner; ensures documents are complete and accurate; provides advice to management and/or staff. Liaises with the Comptroller of Public Accounts for Time & Labor; responsible for reconciling employee timesheets on an as needed basis in CAPPS. Maintains employee digital filing system for leave. Collaborates with legal team and/or payroll team on leave issues.
• Stakeholder Support and Cross-functional Coordination: Serves as a customer service-focused resource and advisor to employees on all benefits and/or leave-related issues. Partners with other teams (Payroll) and individuals across the agency; this includes the agency Risk Manager to ensure agency compliance with the State Office of Risk Management’s (SORM) requirements and best practices; submits workers’ compensation claims, data entry and follow up. Builds strong internal relationships.
• Supervision: Manages the Assistant Benefits and Leave Coordinator in all elements of benefits and leave to ensure that internal customer and agency needs are satisfied while adhering to state and federal laws and guidelines. Responsible for the growth and development of direct report.
• Process Improvement: Assists in the development of process improvements related to benefits and leave informed by both stakeholder input and quantitative data; designs and implements improvements that are tailored to meet the Agency's needs and are compliant with state and federal laws.
','!*!MINIMUM QUALIFICATIONS:
Education: Graduation from an accredited four-year college or university
Experience: At least four [4] years of experience in Human Resources or office/operations management; preferably in administering/coordinating employee benefits, leave programs, preferably at a state agency.
Substitutions: Education and experience may substitute for one another on a year-for-year basis.
OTHER QUALIFICATIONS:
• Share the belief that all Texas students can achieve at high levels and are able to succeed in college, career, or the military.
• Expert understanding of Family Medical Leave Act (FMLA), Americans with Disabilities Act, and Texas state laws governing leave.
• Knowledge of the principles and practices of human resources management; human resources programs such as leave, benefits, workers’ compensation, federal, state, and local laws, and regulations governing personnel activities.
• A strong customer-service mindset with a focus on engaging both internal and external stakeholders; ability to engage in a collaborative, results-oriented team environment.
• Skilled in use of technology including Microsoft Office Suite; familiarity with CAPPS and ERS Online Application systems is a plus.
• Ability to maintain confidentiality and organized records.
• Superior prioritization and project and time management: The ability to balance and manage multiple workstreams and effectively identify key priorities; a track record of performance and successful implementation across multiple concurrent projects.

• SHRM-CP, SHRM-SCP, PHR, or SPHR certification is a plus.
