Duties
ADDITIONAL INFORMATION: The position is nestled in the NGA's Manpower Branch which is responsible for all things pertaining to manpower management and its potential impacts on personnel, billets (position numbers), and HR related programs and policies. This branch assesses all actions from a holistic and corporate level when addressing strategic and tactical billet actions. Examples include personnel on leave without pay, civilian personnel on active duty orders, contractor to civilian conversions, and other HR programs (i.e.: hiring, recruiting, strategic workforce planning, joint duties). This office is a hi-tempo office that encourages out-of-the box thinking, innovation, creativity, and implementation processes, training, and guidance.

The position provides the opportunity to advise on civilian and military manpower across the NGA agency, at the Combatant Commands and to other Combat Support Agency partners. Additional interaction includes representation in the Joint Staff, ODNI, and OUSD(I&S).

SPECIAL REQUIREMENTS:
You must be able to obtain and retain a Top Secret security clearance with access to Sensitive Compartmented Information. In addition, you are subject to a Counterintelligence Polygraph examination in order to maintain access to Top Secret information. All employees are subject to a periodic examination on a random basis in order to determine continued eligibility. Refusal to take the examination may result in denial of access to Top Secret information, SAP, and/or unescorted access to SCIFs.

Employees with SCI access and who are under NGA cognizance are required to submit a Security Financial Disclosure Report, SF-714, on an annual basis in order to determine continued eligibility. Failure to comply may negatively impact continued access to Top Secret information, Information Systems, SAP, and/or unescorted access to SCIFs.
NGA utilizes all processes and procedures of the Defense Civilian Intelligence Personnel System (DCIPS). Non-executive NGA employees are assigned to five distinct pay bands based on the type and scope of work performed. The employee's base salary is established within their assigned pay band based on their unique qualifications. A performance pay process is conducted each year to determine a potential base pay salary increase and/or bonus. An employee's annual performance evaluation is a key factor in the performance pay process. Employees on term or temporary appointments are not eligible to apply for internal assignment opportunity notices.

This position is a DCIPS position in the Excepted Service under 10 U.S.C. 1601. DoD Components with DCIPS positions apply Veterans' Preference to preference eligible candidates as defined by Section 2108 of Title 5 USC, in accordance with the procedures provided in DoD Instruction 1400.25, Volume 2005, DCIPS Employment and Placement. Qualifications
MANDATORY QUALIFICATION CRITERIA: For this particular job, applicants must meet all competencies reflected under the Mandatory Qualification Criteria to include education (if required). 1. Knowledge of HD policies, regulations & processes; experience providing informed researched guidance to customers; ability to create, establish training and presentations for internal use.
2. Demonstrates knowledge of human capital management concepts, principles, practices, and theories to build, motivate, engage, and sustain a high-performing workforce. Applies this knowledge to identify, develop, and implement strategic improvements.
3. Uses logic, analysis, synthesis, creativity, judgment, and systematic approaches to gather, evaluate, and use multiple sources of information to inform decisions and outcomes. Assessing manpower driven actions from a holistic approach in order to provide sound advice and guidance.
4. Develops the ability of others to perform and contribute to the organization by providing ongoing feedback and by providing opportunities to learn through formal and informal methods.
5. Identifies process problems and shortcomings and generates alternatives that lead to enhanced outcomes.
6. Comprehends and conveys information with and from others in writing, reading, listening, and verbal and non-verbal action. Uses a variety of media in communicating and making presentations appropriate to the audience.

EDUCATION REQUIREMENT: A. Bachelor's degree from an accredited college or university in Business Administration, Business Management, Human Resources, Human Resources Management, Human Resources Development, Organizational Development, Psychology, or a related field. -OR- B. Combination of Education and Experience: A minimum of 24 semester (36 quarter) hours of coursework in any area listed in option A, plus experience applying a range of concepts, laws, regulations, policies, and practices to provide HR services, or a related area that demonstrates the ability to successfully perform the duties associated with this work. As a rule, every 30 semester (45 quarter) hours of coursework is equivalent to one year of experience. Candidates should show that their combination of education and experience totals 4 years. -OR- C. Experience: A minimum of 4 years of experience applying a range of concepts, laws, regulations, policies, and practices to provide HR services, or a related area that demonstrates the ability to successfully perform the duties associated with this work.
DESIRABLE QUALIFICATION CRITERIA: In addition to the mandatory qualifications, experience in the following is desired:

1. Identifies, acquires, organizes, monitors, and prioritizes human, financial, material, and technical resource requirements to accomplish the work. Develops realistic project goals and develops a plan to achieve these goals using available and/or shared resources.
2. Recognizes, values, builds, and leverages collaborative and constructive networks of diverse coworkers, peers, customers, stakeholders, and teams within an organization and/or across the Defense Intelligence Components and the IC to share knowledge.
3. Knowledge of Manpower Standards/Policies/Methods to DoD, Joint Staff, OPM, and Services that potentially impact the manpower mix of civilian, military, contractors, and other government personnel.
4. Analyzes data and datasets to investigate trends or anomalies, establish relationships, or predict future patterns among events. Interprets the results of analyses to reach conclusions and develop recommendations.
5. Applies knowledge of human capital information systems to collect, process, maintain, transmit, report, and manage access to data/records about the organization's human resources. Understands how this information from human capital systems informs.
