TPWD MISSION
To manage and conserve the natural and cultural resources of Texas and to provide hunting, fishing and outdoor recreation opportunities for the use and enjoyment of present and future generations.

GENERAL DESCRIPTION:
Performs advanced (senior-level) training and development work. Under the d irection of the Staff Services and Administration Program Director , this position serves as the State Parks Training and Development Specialist and is responsible for performing advanced and supervisory training and development work. Work involves overseeing and analyzing State Park training needs, as well as coordinating and conducting training sessions using a variety of training methods and developing and evaluating training programs. Provides support to State Park programs as a professional resource for specialized training programs. Promotes the use of training services. Supervises the work of others. Work involves establishing goals and objectives; developing guidelines, procedures, and technical training resources; developing schedules, priorities, and standards for achieving established goals; developing and evaluating budget requests; and monitoring budget expenditures. Works under limited supervision, with considerable latitude for the use of initiative and independent judgement. Performs additional duties as assigned. Complies with all Agency, Division and Branch rules, regulations and procedures.
NOTE:
The State Parks Training and Development Specialist provides critical support to all operations and employees to help achieve productive and welcoming work environments that lead to the success of employees and the organization.
Qualifications:
MINIMUM QUALIFICATIONS:
Education:
Graduation from an accredited college or university with a Bachelor's degree.
Experience:
Four years of experience as a trainer to include course curriculum development and implementation and facilitation;
Two years experience as a team leader or supervisor with the experience of coaching, counseling, and evaluating the work of others.
Licensure:
Must possess or be able to obtain, within 30 days of employment, a valid class C Texas driver's license.
NOTE: Retention of position contingent upon obtaining and maintaining required license.
ACCEPTABLE SUBSTITUTIONS:
Education:
One additional year of the required experience as a trainer to include course curriculum development and implementation and facilitation may substitute for 30 hours of the required education, with a maximum substitution of 120 semester hours.
Experience:
Graduation from an accredited college or university with a Master's degree may substitute for one year of the required experience as a trainer to include course curriculum development and implementation and facilitation.
PREFERRED QUALIFICATIONS:
Education:
Graduation from an accredited college or university with a Bachelor's degree or higher in organizational development, education, management, or a related field.
Experience:
Two years training and development experience it a Texas state agency with emphasis in management and program area technical training in project and program management;
Two years experience as a certified educator.
Licensure:
Current American Society of Training and Organizational Development (ASTD) professional trainer certification in instructional systems design, human performance improvement, certified professional in learning and performance, or comparable certifications.
KNOWLEDGE, SKILLS AND ABILITIES:
Knowledge of current training and organizational development theories, methods, and models;
Knowledge of group process, group dynamics, and interpersonal relations;
Knowledge of needs assessments, instructional design, learning management systems, and curriculum development;
SharePoint, MS Teams and Outlook (preferably Office 365 online environment);
Skill in effective verbal and written communication;
Skilled in managing employees and setting goals;
Skilled in developing strategic plans and managing program budgets;
Skill in training others;
Skill in facilitating workshops;
Skill in providing quality customer service in a courteous and professional manner;
Skill in effective interaction with staff at all levels of the department and other governmental agencies and organizations;
Skill in establishing and maintaining effective work relationships with co-workers and work-related contacts;
Skill in utilizing multiple platforms for offering virtual training, conducting virtual meetings or conferences, or conducting business in a virtual environment;
Skill in meeting deadlines;
Skill in managing several projects simultaneously;
Skill in organizing and managing organizational development projects;
Ability to work independently with little or no supervision;
Ability to work as a member of a team;
Ability to maintain flexibility and work with frequent interruptions and multiple changing priorities;
Ability to design and administer training needs assessments;
Ability to formulate learning objectives;
Ability to create and evaluate training objectives, requirements, and effectiveness of delivery;
Ability to supervise the work of others;
Ability to travel to various work locations;
Ability to perform manual labor, including lifting supplies and materials up to 25 lbs;
Ability to conduct work activities in accordance with TPWD safety program.
WORKING CONDITIONS:
Required to work 8:00 a.m. to 5:00 p.m., Monday through Friday;
Required to work on weekends and hours other than 8:00 a.m. to 5:00 p.m. as necessary;
Required to work overtime as necessary;
Must conform to TPWD dress and grooming standards, work rules, and safety procedures;
Required to perform manual labor, including lifting supplies and materials up to 25 lbs;
Required to travel 35% with possible overnight stays;
Required to operate a State vehicle;
Non-smoking environment in State buildings and vehicles.
