The Position
The County of Monterey Human Resources Department has created a second Assistant Director of Human Resources to address mission-critical County needs in support of the Director of Human Resources, County Administrative Officer, and Board of Supervisors. This newly created position will oversee policy development, including matters associated with COVID-19, Employee Benefits, and Employee and Labor Relations.
The Assistant Directors of Human Resources will continue to support the Director of Human Resources in addressing, establishing, and implementing policies, protocols, procedures, and infrastructure that effectively deliver high quality HR services to meet existing and arising organizational needs.
The position will support the mission to continue to foster positive and collaborative working relationships with departments and employee labor groups. The incumbent will possess strong management skills and the ability to work in a fast-paced team environment that emphasizes collaboration, accountability, and responsiveness.
The Assistant Directors of Human Resources act in the absence of the Director of Human Resources and perform other duties as assigned. This is an at will position and works under the general direction of the Director of Human Resources.

****The ideal candidate will exhibit knowledge and experience in the following:
Serves as an advisor to County executives, elected officials, managers, supervisors, employees, and labor representatives in assigned program areas (i.e. labor and employee relations, employee benefits administration, policy development and implementation) and applying technical and professional expertise in the resolution of issues.
Principles of executive leadership, management, and organization necessary to plan develop, implement, coordinate, and evaluate the organization, programs, and activities of a human resources department.
Principles and practices of public administration, including organizational development, fiscal management, and budgeting.
Personnel management including supervision, selection, training, and performance management,
State and federal employment laws and regulations regarding human resource management, Equal Employment Opportunity, Affirmative Action, memoranda of understanding and the collective bargaining process.
Methods and techniques of conducting analytical studies and developing recommendations.
Cultural competencies with empathy, humility, and inter-cultural communication to facilitate dialogue and cooperation with diverse groups.
Have exceptional interpersonal, listening and communication skills.
Lead and participate in collaborative efforts to coordinate HR policies, programs and strategic efforts that drives excellence and innovation.
Examples of Duties
Provides highly responsible administrative and management assistance to the Director of Human Resources in planning, organizing, directing, and reviewing the day-to-day activities for the program areas of the Human Resources Department.
Serves as technical advisor and assists the Director of Human Resources in formulating and implementing policies, programs, procedures, and standards for activities of the Human Resources Department; provides leadership, direction and guidance for development and operational activities to achieve the department's long- and short-range goals and business objectives.
Exercises considerable independent judgment to analyze, develop, and recommend plans and solutions to operations, management, business process, or countywide human resource operations services; and utilizes effective leadership skills towards implementation.
Selects, assigns, directs, and evaluates the performance of subordinate management, supervisory and other personnel; determines qualifications, skills, and training needs of the Department's multidisciplinary staff, oversees management development and staff training programs within the Department; coordinates corrective measures as required.
Reviews and interprets all legislation, regulations, and laws affecting Human Resources operations to ensure policies and activities are in compliance; implements solutions especially in unique situations requiring the interpretation of policy intent in the absence of applicable and clear guidelines.
Develops and maintains effective working relationships with State, federal and local governmental officials, members of various formal citizen advisory boards and representatives of community organizations to solicit input, assess needs, develop priorities, and maintain efficient and effective programs.

EDCUATION
Bachelor's degree in Human Resources Management, Public Administration, Business Administration, or related field from an accredited university or college
EXPERIENCE
Seven (7) years professional human resources experience; three (3) years of which include serving in a management capacity.
REQUIRED CONDITIONS OF EMPLOYMENT
Possession of a valid California Class C Driver's License or the employee must be able to provide suitable transportation, which is approved by the appointing authority.
