Responsible for the overall management and administration of the human resources, labor relations, and compliance/records management functions performed for the Centerra-Los Alamos Protective Force contract. Provides direction to the Human Resources staff to ensure efficient and effective services are provided. Provides leadership in achieving departmental goals and objectives through effective use of staff, equipment, budget, and other resources. Ensures compliance with Department of Energy (DOE) and Centerra-Los Alamos orders and directives and prioritizes workflow. Responsible for the implementation, management, and oversight of the Human Reliability Program and related personnel security functions, labor relations, employee relations/EEO, recruiting, workers compensation, benefits and compensation. Works closely with the Director of Business Management and other staff on employment matters to ensure compliance with all applicable laws. Ensures that work is executed in accordance with Integrated Safety Management (ISM) and Integrated Safeguards & Security Management (ISSM) functions and principles
Minimum Qualifications
Bachelor's degree and seven years of experience in Human Resources with two years at a supervisory level; or equivalent combination of academic training and experience.
Significant experience in the administration of human resource functions including, but not limited to, labor relations and collective bargaining issues, equal employment opportunity and affirmative action, compensation and benefits, recruitment and workers compensation.
Demonstrated leadership ability, including effective communication, advanced interpersonal skills and good analytical skills
Demonstrated skill with personal computers; word processing, spreadsheets, and other associated software.
Must be able to maintain strict confidentiality and work independently with minimal supervision.
Currently have or be able to obtain and maintain a DOE Q-clearance.
Ability to obtain and maintain a valid driver's license.
Desired Knowledge, Skills and Abilities
Master's degree in a related discipline.
Experience performing management, operational, or procedures analysis within the security industry; and experience with Department of Energy or other government contracts.
Working knowledge of specific regulations and orders that govern the operations of the protective forces and DOE Records. Management procedures including but not limited to: 10CFR 710-712, 10CFR 1046, 10 CRF 1047, DOE O 473.3A, DOE O 470.4B, DOE O 243.1B Adm Chg 1 and DOE O 414.1D
Records management experience.
