The Library Human Resources Department provides services to an organization of approximately 900 employees comprised of approximately 350 permanent employees of whom about 250 are in staff positions, 100 in academic appointments, and a range of 600 - 700 student employees. The Library workforce is represented by five bargaining units and labor contracts (AFT, ASCME, CUE, UAW and UPTE) in addition to non-represented (PPSM) workforce. The University Library is comprised of 24 libraries including the Doe/Moffitt Libraries, The Bancroft Library, The C.V. Starr East Asian Library, the Northern Regional Library Facility and additional the libraries that serve as subject specialty libraries for departments and schools. Application Review Date The First Review Date for this job is: March 10, 2022. Responsibilities Oversees recruitment processes for Library staff positions. Communicates procedures and expectations to Library constituents. Counsels and trains hiring managers on proper and effective procedures and practices for recruitment. Helps design effective recruitment and hiring processes and ensures that all recruitments processes are optimized for diversity, equity and inclusion (DEI). Recommends posting sites. Reviews and revises (as needed) job descriptions, job postings and other recruitment content before submission for approval. May review resumes and applications and interviews applicants for a full range of staff positions. May conduct reference checks and make verbal offers. Liaises with HR Business Partner and campus Talent Acquisition/Recruitment campus department to ensure smooth communication and timely movement on position recruitments. Assigns and reviews work of unit support staff. Ensures completion of internal procedures for recruitment and hiring. Provides guidance and support for student employment coordinator. Counsels and trains department managers and supervisors on staff employee and labor policies, procedures, and appropriate practices. Communicates procedures and expectations to Library constituents. Counsels employees concerning sensitive and difficult to resolve work-related problems. May conduct investigatory interviews and document incidents to inform the Director, HR Business Partner and campus Employee/Labor Relations department. May conduct mediations between employees and or employees and supervisors. May draft and/or review formal communications related to employment or labor issues. Gathers data, and provides reports and analysis to Library management and central campus departments. Advises and/or trains all levels of managers, supervisors, and employees in staff benefits and leave issues, performance management, staff compensation programs and all personnel policies and procedures. Informs managers, supervisors and employees of changes in policy and/or practice. Communicates procedures and expectations to Library constituents. Reviews manager and supervisor correspondence, as needed. Acts as departmental liaison for campus-wide performance management and compensation programs. Gathers data, and provides reports and analysis to Library management and central campus departments. Assigns and reviews work of unit support staff. Collaborates with HR Business Partner for completion of tasks. Responsible for enacting departmental diversity, equity and inclusion (DEI) activities. Communicates procedures and expectations to Library constituents. Researches, designs, recommends and implements (or assists with implementation) DEI programs and activities for all levels of staff employees and. managers/supervisors. Maintain records for equal employment opportunity and affirmative action reporting requirements as well as other campus DEI efforts. Track trends in recruitment and retention. Works with client groups on complex re-organizations and staffing objectives to assist in meeting business objectives as well as hiring and retention goals. Conducts complex HR trends analyses and develops resulting recommendations. Designs and implements new HR programs or functions as needed to meet organizational objectives. Assigns and reviews work of unit support staff. Ensures completion of internal procedures for re-organizations. Collaborates with HR Business Partner for completion of tasks. Provides leadership for departmental training and development activities. Communicates procedures and expectations to Library constituents. Researches, designs, recommends and implements (or assists in) training and development activities for all levels of staff employees. Advises all levels of managers, supervisors, and employees in identifying appropriate professional development opportunities for client groups. Serves as liaison to campus departments that provide programming expertise and support for staff training. Provides support to Library departments in administering policies and programs in the areas of employment, employee/labor relations, wage and salary administration, training, DEI and other areas of HR. In collaboration with managers and supervisors, designs, implements and updates internal Library onboarding processes for staff positions. Communicates onboarding expectations to managers, supervisors and employees. Coordinates with central campus units to ensure university onboarding activities are understood by new employees and completed in a timely and accurate manner. Conducts Library orientation activities for new employees. Ensures completion of internal procedures for new hires. Coordinates separation process for employees leaving employment with the department, including retirements. Communicates procedures and expectations to Library constituents. Conducts and expectations to Library constituents. Conducts termination interviews, providing feedback to management. Ensure completion of internal procedures for all separations. Ensures retirees receive appropriate information and recognition. Required Qualifications Possesses strong analytical skills to conduct analysis and develop recommendations, demonstrating organization and problem-solving skills. Thorough knowledge of or ability to learn organizational policies and procedures, knowledge of human resources functional area and understands how work may affect other areas. Thorough knowledge of human resources concepts, policies and procedures, employment/labor practices, labor relations, salary administration, training, diversity/ equity /inclusion and other areas of human resources. Skilled in communicating clearly, accurately, persuasively and effectively verbally and in writing. Ability to effectively and accurately present complex information to non-expert and occasionally resistant audiences. Ability to understand an audience and to adjust approach to maximize outcomes. Salary & Benefits This is an exempt, monthly paid position. Annual salary is commensurate with experience up to $101,500.00 (Grade 22).
