is seeking experienced Capacity Building and Organizational Development Experts in support of the Department of State’s Bureau of International Narcotics and Law Enforcement Affairs (INL) International Police Peacekeeping Operations Support (IPPOS) program.
The requirement is to support U.S. government efforts to enhance the operational effectiveness of police in peacekeeping operations. The goal of this program is to improve the capacity of partner countries to generate, train, deploy, and lead effective police officers and units in UN Peacekeeping missions by providing capacity-building support and specialized training.
The IPPOS program has a multi-pronged approach:
Build institutional sustainability to improve the management, logistical, and administrative capacities that contribute to high-quality deployments.
Collaborate with UN Police Division to improve doctrine, develop UN training standards for police, and certify UN instructors.
Train FPU commanders, FPU mechanics, and FPUs in areas that include, but are not limited to, leadership, firearms, VIP protection, and equipment maintenance.
Develop local training staff and mentor them as they deliver UN required pre-deployment training to Formed Police Units (FPUs) and Individual Police Officers (IPOs).
ESSENTIAL DUTIES & RESPONSIBILITIES

A capacity building and organizational development expert is responsible for guiding host-nation institutions in systematically improving their interface with the UN and staffing of peacekeeping missions. This includes technical knowledge of police, peacekeeping, and administrative procedures, as well as expertise in how to build this knowledge in others.
This position requires travel to and within countries with security, health, and other potentially dangerous conditions.
Specific duties include:
Analysis and Planning
Determine the most significant challenges a country has in recruiting and deploying qualified, trained personnel into peacekeeping missions. Include host-nation counterparts in the assessment and planning process where appropriate;
Identify why those challenges exist and what it will take to overcome them;
Given the available resources, determine the most significant change the expert can reasonably expect to catalyze; and
Identify the activities to undertake in support of achieving the goal.
Mentoring
Coach host-nation counterparts through the analysis and planning process, including developing specific plans for the assistance they want from the mentor; and
Provide agreed coaching. This might include, for example, information to increase mentees’ knowledge and skills or reviewing draft work products and providing feedback.
Reporting
Keep contract company and INL informed about progress, or lack thereof, toward the goal (results); and
Analyze the implications of the results for IPPOS’ overall strategy.
Minimum Qualifications
A bachelor’s degree from an accredited institution;
Demonstrated experience establishing and implementing, or advising on the implementation of, recruitment and/or training processes;
Demonstrated analytic ability, specifically in analyzing the causes of organizational weaknesses;
Knowledge of organizational development in a law enforcement context;
Excellent oral and written communication skills;
Ability to perform independently and with the highest ethical standards in country;
Ability to function effectively in diplomatic and developing country environments; and
Ability to receive and maintain a Moderate Risk Public Trust (MRPT) certification
Preferred Qualifications
A graduate degree;
Experience with United Nations Peacekeeping;
Demonstrated experience establishing and implementing, or advising on the implementation of, recruitment and/or training processes in an international context;
Ability to receive and maintain a Public Trust clearance
Knowledge of theory-of-change program design and Department of State program development per 18 FAM 300
Formal training/certification in adult training, mentoring, or coaching; and
Foreign language skills may be required in certain cases.

ADDITIONAL QUALIFYING FACTORS
As a condition of employment, may be required to pass a pre-employment drug screening, as well as have acceptable reference and background check results to obtain access to military base. Must have reliable transportation to/from work a necessity and must be able to obtain access to military installations.
