Business specialist for the Department of State, GTM/ER program. The Business Specialist is responsible for assisting the Department Coordinator for the Workers’ Compensation program and the Division Chief for Employee Programs. In coordination with HR/ER/WLD senior staff, the Business Specialist will support and track day-to-day intersection with the Department of Labor’s (DOL) ECO- MP, the electronic claim filing system available on the internet and run by the DOL, Office of Workers’ Compensation Programs (DOL/OWCP).
The Business Specialist is the Agency’s Maintenance User and is responsible to support ECOMP subject matter experts to configure default settings at the Department, to conduct ECOMP training for HR staff, provide recommendations for standard operating procedures (SOPs) based on DOL’s ECOMP procedural guidance, ensure accuracy of the internal maintenance of this web-based application at State.
The Business Specialist must maintain a strong knowledge of the Workers’ Compensation program and eligibility requirements including DOL OWCP’s databases for Agency Query System (AQS) and ECOMP to effectively research and collect information to complete daily projects, tasks and provide technical advice and guidance effectively.
The Business Specialist is expected to work full-time, must have excellent writing and communication skills, be detail-oriented, and have experience with electronic systems, good analytic skills, and excellent customer service. Experience in supporting project management and implementation is helpful. Incumbent must have the ability to work independently and efficiently without close supervision and use initiative and create, maintain and follow-up on “record of action” items.
ESSENTIAL DUTIES & RESPONSIBILITIES

The Business Specialist will receive correspondence from DOL and will need to support the timely review, analysis, routine, and/or correspondence. The incumbent will monitor and track necessary actions items required by DOL to provide SOP guidance and follow up with DOS bureaus/posts.
The Business Specialist will support the following:
Subject matter experts in updating SOPs and Department Intranet website procedural guidance to accommodate workers’ compensation tasks.
Draft Department Notice and ALDAC cable to announce new ECOMP functions/purpose.
Arrange for a series of mandatory training sessions for bureau HR Coordinators and arrange for online information to be available for Post HR staff.
Set up bureau agency reviewers and OSHA Record Keepers for ECOMP that encompass all designated bureau HR coordinators.
Coordinate with State HR coordinators and ECOMP system administrators to set up Agency hierarchy or personnel access and stipulate access limits based on need- to-know, limiting bureau HR coordinators to data from their own bureau only.
In consultation with DOL ECOMP experts, will propose ways to ensure appropriate access restrictions to Post data to the Post HR office only, so that only HR staff at Post, where the injury originated, has access.
Explore form types, notification triggers and notification emails to parties such as supervisors, Post HR, Bureau HR and to HR/ER to ensure that the ECOMP electronic process is an efficient workflow process and that it serves as a resource for reporting data on Department wide activity.
Support the correspondence of numerous items received daily via telephone, the “Workers Compensation” central mailbox and personal email box of senior HR managers. Requests are received daily from department claimants, supervisors, and bureau HR coordinators that pertain to requests for claim status, eligibility criteria, claim processing, AQS and ECOMP databases.
Email and telephone responses are professional and include research information from AQS, ECOMP and reference to DOL regulations. Email and phone questions will be responded to within three days with an interim response for any delays.
Make recommendations and document any problems with compliance and eligibility criteria of claimants or beneficiaries of deceased employees to prevent potential fraud or abuse and bring to the attention of senior HR manager.
Assistance and follow-up correspondence will also be provided to OIG investigators in a timely manner for inquiries of fraud.
Develop and establish a robust process for reviewing the DOL OWCP Quarterly Chargeback Reports for any errors and corrections.
Review reports quarterly with corrections submitted to DOL within 90 days as necessary to eliminate incorrect DOL fiscal year end billings.
Must understand anomalies such as incorrect pay rates, duplicate payments, spikes in medical charges, and changes in case status to catch errors.
Assist with the Personal Domestic Workers (PDW) Employment program and gather background materials for reports and briefing books for review by senior Department officials.
Coordinate with HR offices and bureaus on matters concerning OWCP and PDW policy and programs.
Participate in weekly staff meetings.
Ensure IT Services is aware of the need to use and update OpenNet, group email boxes and office scanners to upload supporting documents. Liaise with DOL/OWCP to report and correct complications or issues with ECOMP and AQS.
Perform other duties in HR/ER Work-Life Division, as assigned.

Secret Clearance Required
Knowledge or experience with the Workers’ Compensation program
Excellent interpersonal and managerial skills are essential
High School Diploma with four years’ experience, bachelor’s degree desired

The Business Specialist should be professional, team spirited, and multi-task oriented with the ability to work in a high-volume and stressful environment and will need to meet the following personnel qualifications:
Knowledge or experience with the Workers’ Compensation program
Assist the OIG investigators and respond to their inquiries and specialized requests in a timely manner
Support daily correspondence in the Workers’ Compensation central mailbox and assess Agency Query System (AQS) case summary information from OWCP on cases that are One (1) year old and older
Make recommendations and prepare follow-up correspondence to document the eligibility compliance status of eligible claimants who suffer from work-related disability or who are beneficiaries of deceased employees, identifying action items or problems that indicate potential fraud or abuse
Screen incoming OWCP letters on claimants and provide drafts of DoS letters to OWCP, requesting information and data from OW- CP’s case files for affected claimants to help verify that workers’ compensation benefits are being administered properly
Maintain a strong knowledge of OWCP’s eligibility requirements and OWCP’s databases, such as AQS and ECOMP, to effectively research and collect information to complete projects and tasks effectively
Monitors case status, scans OWCP letters and provide guidance to bureaus/posts on necessary actions relating to cases Ability to work independently and efficiently without close supervision
Knowledge of Microsoft Office Applications Human Resources experience
Good communication skills for data reporting and preparation of correspondence Ability to focus on details and investigate discrepancies in data
Ability to use initiative and create/maintain “record of action” items
Ability to reconcile data using human resources, financial, or administrative background and training
Provide procedural advice and guidance about the Federal Employees’ Compensation Act (FECA) to claimants who call, email or vis- it the HR/ER office
Work independently and maintain excellent time management and customer service skills
