Under the supervision of the Management Analyst IV (Public Health Workforce Strategist), performs the required job duties independently and strategically to maximize the department’s ability to effectively address current, emerging, and future public health workforce challenges. Leads the Trauma Informed-Workforce Resiliency and the Wellness committees and coordinates, researches, develops, and implements a plan that addresses employee wellness, including mental health, team functional capacity and organizational resiliency. Collaborates with the Staff Development Specialist (MA II) and the Training Specialist, to ensure the training and orientation program for new employees meets their needs and supports enculturation and socialization into the organization. Plans and conducts strategies for collection, analysis and reporting of development strategies and establishes and defines outcomes to measure employee satisfaction, engagement, and success. Identifies programs with capability to support student internships, fellowships, and practicums, and manages internship affiliation agreements with universities. Assists with county initiatives; partners with other agencies and jurisdictions; and develops networks and partnerships to attain program goals. Assists with department values and workforce engagement initiatives.
Supervises the Management Analyst II and Training Specialist II. Leads an interdisciplinary Trauma Informed - Workforce Resiliency team and plans, develops, implements, and evaluates an organizational Resiliency Plan; collaborates with managers to develop strategies when team functional capacity is less optimal. Directs the Health Department Wellness Committee, collaborates with partners, consultants to develop and implement a comprehensive organizational Wellness Plan. Encourages and supports participation in employee wellness events and activities and identifies opportunities to bring wellness efforts to local work sites. Collaborates with Human Resource and managers to conduct periodic stay interviews to better understand employee motivation, satisfaction, and engagement levels to inform retention efforts. Coordinates changes to the policies, procedures, or processes related to New Employee Orientation Procedural Memorandum. Cultivates an environment that supports cultural diversity, staff engagement, teamwork and inter-divisional and inter-departmental collaboration.

This is a grant funded position from the Virginia Department of Health. The County has no obligation to continue funding the position when the grant funding expires.
Health Department positions are designated as emergency responders in the event of a public health crisis. As a public health emergency responder, this position may be reassigned to provide support based on the emergency response service needs. The temporary reassignment may require employees to function in a role outside of the typical job duties. The emergency response may also require employees to work alternative work schedules to include weekend and evenings.

MINIMUM QUALIFICATIONS:

Graduation from an accredited four-year college or university with a bachelor's degree in field related to the assigned functional area; Plus four years of professional work experience with in the functional area.
CERTIFICATES AND LICENSES REQUIRED:
Driver's license
Cardiopulmonary Resuscitation - CPR (Required within 60 days)
AED (Required within 60 days)
PREFERRED QUALIFICATIONS:
Master’s degree in public health, education, human resources, organizational development, business administration, public administration, or a related field. Experience working in a local government or public health environment including work with senior management. Demonstrated ability to develop, implement and evaluate workforce-organizational development strategies and develop solutions based on research and best practices. Subject Matter Expert in organizational development. Able to coordinate or develop and deliver courses to address core public health competencies, strategic public health skills, and develop a workforce resiliency-wellness plan. Displays ability to communicate effectively, both orally and in writing. Ability to effectively engage diverse stakeholders towards problem-solving and mutual understandings. Ability to present complex information to front-line management/supervisors in clear, concise and understandable manner. Excellent interpersonal, communication and decision making skills. Strong professional leadership skills with the ability to handle difficult situations effectively.
NECESSARY SPECIAL REQUIREMENTS:
The appointee to the position must satisfactorily complete a criminal background check, a Child Protective Services Registry check, and a driving record check to the satisfaction of the employer.
All newly hired employees are required to be fully vaccinated against COVID-19 (two weeks after the last required dose) as a condition of employment or obtain approval of a medical or religious exemption prior to their start date
. Proof of an exemption or vaccination status will be required during the pre-employment onboarding process. New employees who obtain an exemption from the vaccine mandate for medical or sincerely held religious beliefs will still be subject to the weekly testing requirement. Vaccinated employees and employees with a medical or religious exemption will complete the attestation online on their first day of employment or shortly thereafter.
PHYSICAL REQUIREMENTS:
Job is generally sedentary in nature; however, job entails walking, standing, sitting, climbing stairs, reaching and bending; uses hands to grasp, handle, or feel. Visual acuity is required to read data on a computer monitor. Incumbent must be able to operate keyboard driven equipment and computer. Ability to drive a vehicle. Position frequently communicates and must be able to exchange accurate information with others verbally and in writing. Employee may be required to lift up or carry up to 25 lbs. occasionally. Generally works in an office environment yet may occasionally be required to perform job duties outside of the typical office setting. All duties performed with or without reasonable accommodations.
