SUMMARY: Provide full-service support and subject matter expertise of People Services for Professional Services contracts supporting federal, state, and local governments. Envisions, builds, implements, and directs full-spectrum staffing solutions for professional services contracts that ensure both profitability and performance goals are met. Focused on developing and nurturing relationships with candidates and hiring managers for both business development (pre-award) and program managers (post award) to develop and optimize a high performing and cost-efficient workforce. You will work with the support of a strong team and management as well as being given autonomy to bring your knowledge, experience, and best practices to recruit and work daily with both candidates and internal stakeholders. GENERAL RESPONSIBILITIES: * Synchronize both internal and external stakeholders to develop complete staffing solutions to include price-to-win strategies for professional services contracts - both pre-award (capture) and post-award (execution) - supporting federal, local, and state government * Use experience and Subject Matter Expertise to visualize, build, and manage mature processes and infrastructure that will enable Crowley Human Resources and Talent Acquisition teams to best support growth in Crowley Solutions in the public sector * Support business development leaders in architecting staffing solutions and support program managers to help create staffing optimization strategies for contracts in execution. * Enforce the contracting standards for Professional Services contracts, such as Statements of Work (SOW) or Change Orders and collaborate with Professional Services leadership to negotiate contract terms * Assist capture leads and project managers in building work breakdown structures that ensure mission accomplishment in line with a government Performance Work States (PWS) or Statement of Work (SOW) * Assist in developing full compensation and benefit packages that ensures Crowley benefits meet or exceed those of our market competitors while still allowing competitive price-to-win strategies for billable labor pools * Manage the day-to-day full cycle recruitment efforts for assigned requisitions including sourcing, interviewing, selection, and on-boarding of new hires * Develop recruitment plans, search strategies, and target lists of potential candidates and competitor companies * Develop and employ automated management and decision supporting tools such as dashboards, reports and alerts to enable optimized and cost-efficient staffing solutions for government contracts * Partner with hiring managers to recruit for a variety of positions within each of the five business lines in the Crowley Solutions portfolio of services * Assist in preparing and maintaining job descriptions for each position in the organization; ensure descriptions accurately reflect the work being performed * Effectively conduct pricing market research and analysis to better compete in the market * Ability to develop strong professional relationships with candidates, as well as leaders and peers within a large organization * Participate in compensation and market analysis, work with leadership and HR professionals to develop compensation plans to ensure that employees are getting fair pay and benefits for their experience and responsibilities * Partner with finance and contract team to forecast the financial and other resources needed to complete a project within a defined scope * Accurate labor category mapping, from recruitment throughout the employment life cycle * Participate in continuous process improvements for talent acquisition and the company at large via measurement tools, scorecards, and recruitment metrics * Constantly work to improve Crowley’s employer brand and promote a positive candidate experience * Support Business Leaders and Growth Teams across the business unit on previously prioritized proposal recruiting efforts. Attend regular proposal meetings and actively contribute to proposal development by keeping the team up to date on the recruiting support and provide details on potential challenges in our efforts. Maintain up to date knowledge of business plans and the impact on proposal recruiting needs, including timing of awards, program structure, and staffing needs * Participate with management and compensation teams to develop job specifications, make salary recommendations, and negotiate salary with management and candidates * Provide recruiting support across multiple operations on contingent, proposal, and funded opportunities for both CONUS and OCONUS positions * Assist managers with hiring procedures, interviewing candidates, and coordinating interviews * Generate qualified candidates through innovative sourcing techniques to include direct-recruiting, social media tools, professional networking sites and job boards. * Conduct initial candidate screening interviews to discuss program details, job responsibilities, benefits and compensation. Evaluate culture fit, skill set, technical abilities, and overall fit for position. * Progress candidates through the full recruitment cycle within the Applicant Tracking System (Taleo) while fully understanding and maintaining EEOC and OFCCP recruiting compliance. REQUIRED QUALIFICATIONS * 8 years within a government or defense contractor * 5 years performing market compensation analysis and price-to-win strategies for government contracts in the professional services market * 10 years of full cycle recruiting experience * Linked In Recruiter License experience * Fully understand and comprehends government acquisition contracts, contract vehicles, task-orders, labor categories, as well as both firm-fixed price and cost-plus fixed fee contracts * Demonstrated experience using creative approaches to solve government contracting related recruitment challenges * Experience using Microsoft Office applications, including Word, Excel, PowerPoint, Outlook, and SharePoint * Experience with recruitment metrics: time to fill, quantity, quality, diversity, and veteran hiring goals * Strong organizational skills * Experience successfully working under pressure in a time-critical environment * Working knowledge of human resources management principles and practices * Ability to obtain a DoD clearance PREFERRED QUALIFICATIONS * Experience with the Taleo Applicant Tracking System * Prior experience working on a geographically distributed Talent Acquisition team * Exposure to U.S. Military/Department of Defense (DoD) operations or projects * International Recruiting experience * Salesforce experience preferred EDUCATION: *Bachelor’s degree in business, human resources or a related field from an accredited college or university; or a combination of post high school and equal experience may be substituted for education. * TECHNICAL PROFICIENCY: *Proficient with Microsoft Office products, including Excel, Outlook and Word. Proficient in utilizing HRIS/ATS software and applications, preferably Taleo. Social recruiting and Power BI experience strongly preferred. Linked In Recruiter License experience required. *COMPETENCIES: *Ability to communicate effectively verbally and in writing. Ability to establish and maintain effective working relationships.
