Minimum Qualifications
Current NYS employee with one year or more of permanent or contingent-permanent, competitive service in a title at or above a G-21 and deemed eligible for transfer to Human Resources Specialist 2, G-23 under Section 52.6 of the NYS Civil Service Law.

Demonstrated experience handling multiple competing priorities effectively.
Keen sense of ethics when handling confidential information and the implementation of laws, rules, regulations and policies.
Effective and professional written and oral communication skills.
Ability to support a culture of problem solving by developing alternate solutions to address operational needs and business process improvement opportunities.
Duties Description
Under the general supervision of the Associate Director Human Resources, the Human Resources Specialist 2 will supervise staff and provide direction to programs on a full spectrum of personnel management activities including administration of staffing and recruitment, position classification, examination planning, succession planning, retention, management of employee probation and leaves of absence; provide technical assistance to programs in the administration and interpretation of Civil Service laws, rules and regulations, as well as agency specific policies and procedures; identify business process improvement opportunities, evaluate alternate strategies or solutions, develop and implement recommendations.
Additional Comments
Permanent, full time. Travel occasionally to areas not served by public transportation.
