Job Summary
Reporting to the Senior Director, OEO/ER and supervised by the Manager, Employee & Labor Relations, the Office for Equal Opportunity & Employee Relations (OEO & ER) Analyst assists in the research and investigation of claims of discrimination, harassment and retaliation. The incumbent performs duties to assist with assurance that the University is timely in complying with all equal employment opportunity and affirmative action laws at the federal, state, and local levels. The incumbent assists in the mediation and resolution of disputes and also assists in the research, analysis and preparation of grievance and complaint responses. In addition, the incumbent will consult with supervisors and managers and provide advice regarding disciplinary actions, grievance process, interpretation of collective bargaining agreements, CSU policies and procedures, and other employee/labor relations matters. Incumbent also assists with design, development and delivery of OEO and ER training.
Key Responsibilities
Gather, prepare and analyze technical and statistical data for use in grievance processing, mediation, arbitration, fact-finding and other equal opportunity or employee relations activities.
Assist management in the preparation of the University's position in matters involving complaint investigations conducted by governmental regulatory agencies including the EEOC, DFEH, OCR, Labor Commissioner and the Bureau of State Auditor by determining records and data to gather preparing draft responses.
Gather and summarize data to draft response to information requests related to grievances and discipline cases.
Research and summarize current issues and past history in preparation for management's responses to grievances.
Research issues with the Chancellor's Office or other pertinent agencies relative to contract interpretation/administration.

Conduct intake sessions to determine the nature of the complaint and advise clients of next steps.
Provide administrative support associated with investigations related to grievances, workplace violence, harassment, and complaints alleging violations of state, federal, and University nondiscrimination regulations.
Assist in preparation of reports and draft grievance responses and complaint findings.
Track negotiated settlement agreements and arbitration awards. Ensure procedures and timelines are followed.
Assist in the design, development and delivery of campus training programs related to equal opportunity and employee relations.
Knowledge, Skills & Abilities
Knowledge of human resources methods, procedures and practices used in a unionized environment
Basic knowledge of federal and state EE/EEO/AA laws
Excellent customer service and public relations skills
Excellent organizational and time management skills to set and meet deadlines
Strong verbal and written communication skills
Ability to take accurate notes
Ability to conduct research, gathering relevant facts unique to each complaint
Ability to make decisions in areas where guidelines may not exist
Ability to perform accurately in a detail-oriented environment
Ability to be sensitive to employee concerns about discrimination types
Ability to maintain confidentiality and appropriately handle sensitive communication with
employees and external agencies
Ability to handle multiple work priorities, organize and plan work and projects in a high

Ability to interpret collective bargaining agreements and apply the agreements to complex situations
Ability to assist in conducting thorough investigations using effective interviewing skills
Required Qualifications
Bachelor's degree or completion of a professional training program specific to the position
Directly related work experience, or a combination of education and experience which demonstrates the ability to perform the essential functions of the position
Preferred Qualifications
PHR or SHRM certification
One (1) year or more providing administrative support
One (1) year or more of labor relations and/or OEO experience
One (1) year or more experience conducting or assisting with workplace investigations
Experience with diversity and equity
Experience with interpretation of federal and state regulations and collective bargaining agreements
Experience with HR related functions

Classification: Confidential Administrative Support I
Anticipated Hiring Range: $5,000/month - $5,500/month
Salary Range: $4,058/month - $6,922/month
