GENERAL SUMMARY OF DUTIES:
Responsible for identifying, qualifying, and filling open job requisitions for designated operational areas. Facilitate hiring manager relationships, prospect and qualify candidate resources, assist with the recruiting system enhancements and assist with analysis and evaluation of recruiting processes for strategic planning. Participate in building and facilitating a Workforce Planning process.

ESSENTIAL FUNCTIONS:
Level 1:
Implement strategic recruitment and retention initiatives per HR management direction, department goals and Retention Strategy.
Work with the Manager - Recruiting on development, implementation, and management of an effective recruiting process and long-term strategy.
Identify and initiate innovative sourcing opportunities, outside current sources, based on an understanding of our business and individual recruiting markets.
Assist Manager - Recruiting with ongoing analysis of operational staffing needs and trends, turnover and other workforce metrics.
Provide insight and methodology as well as assist with management of recruiting metrics reports and pre-employment assessments.
In conjunction with the Manager - Recruiting, develop recruitment programs and collateral, such as brochures and other recruiting materials that maintain employment brand consistency.
Assist with the review all employment advertisements for budgetary compliance and present final recommendations to HR management for review and approval.
Manage candidate process and act as a candidate advocate for assigned recruiting responsibilities.
Review applications and interview applicants to obtain work history, education, training, job skills, and salary requirements and provide information about the organization and position.
Screen and refer candidates for additional interviews with others in the organization.
Evaluate skill level, manage offer process, and conduct reference checks. Facilitate offers by partnering with hiring manager.
Coordinate participation in, set up displays, and work at job fairs.
Provide continuous follow-up with hiring managers to confirm staffing plans and headcount budget compliance.
Evaluate the customer experience with customers broadly defined as candidates, new hires, hiring managers and recruiters, suggest improvements to the process.
Work in conjunction with the Manager - Recruiting and Compensation Analyst on job description development and implementation of job analysis processes. Confer with management and supervisors to identify personnel needs, job specifications, job duties, qualifications, and skills. Assist in the creation of job descriptions and/or review and editing job descriptions written by others. The Compensation Analyst, in conjunction with the Senior Human Resources management team, will have final approval authority over all job descriptions.
Use advanced search techniques and sourcing skills to identify passive candidate resources.
Develop and maintain network of contacts to help identify and source qualified candidates including internet online recruiting sources, contacts with schools, alumni groups and other public organizations.
Develop a talent pipeline which consistently ensures diverse candidate pools and includes passive talent.
Manage recruiting operations and compliance requirements by effectively leveraging technology.
Manage all reference and background checks on applicants. Coordinate communications with applicants.
Perform other duties as assigned or as necessary.
PERFORMANCE REQUIREMENTS:
Knowledge of organizational policies and procedures. Knowledge of technical recruitment, human resource management, and office management techniques. Knowledge of Human Resources policies and procedures. Thorough knowledge of company policies and procedures, and the ability to apply policies and procedures to solve everyday company issues.
Demonstrated proficiency in the use of the internet, cold calls, and internet searches. Must have a professional and outgoing personality. Maintain current knowledge of Equal Employment Opportunity (EEO) and affirmative action guidelines and laws, such as the Americans with Disabilities Act (ADA). Ability to use research analysis in order to provide support in formulating human resources strategies and business cases.
Self-directed, detail-oriented problem solver with a burning desire to contribute to the organization's reputation and success. Knowledge to propose ongoing improvements to the Companies efforts. Excellent attention to administrative detail with a focus on data quality. Proven organizational skills with attention to detail and the ability to prioritize and work well in an environment with competing demands.
Must have the ability to manage workload and to communicate with managers and staff at all levels of the organization.
Excellent verbal and written communication skills with an emphasis on tact and diplomacy. Ability to write reports and business correspondence. Ability to effectively present information and respond to questions from managers, candidates, and customers. Ability to handle customer relationship management, provide strong customer consultative skills and work in a team environment.
Knowledge of the internet, computer systems, and applications. Ability to grasp new technologies. Skilled in the use of spreadsheet, relational database, and word processing software. Ability to process computer data and to format and generate reports.
TYPICAL PHYSICAL DEMANDS:
Requires mobility sufficient to travel. Some bending, stooping, and stretching. Occasionally lifting items weighing up to 30 lbs. Requires eye-hand coordination and manual dexterity sufficient to operate a keyboard, photocopier, telephone, calculator and other office equipment. Requires normal range of hearing and eyesight to record, prepare, and communicate appropriate reports. Extensive data input and required ability to sit for long periods of time. Regular and consistent attendance on the job is an essential function.
TYPICAL WORKING CONDITIONS:
Normal office environment. Occasional evening or weekend work.
EDUCATION AND EXPERIENCE:
Level 1:
Bachelor's Degree in Human Resources Management, Business, related field, or its equivalent experience, required.
Minimum of three to five years' proven full cycle, recruiting experience working with remote locations.
Experience providing recruitment support for a broad range of functional groups to include non-exempt and exempt sourcing strategies.
Experience with advanced search skills and proven track record in developing passive candidates for critical positions.
AIRS Certifications strongly preferred.
Must have and maintain a valid driver's license unless otherwise noted.
