Journeyman JOA HR Specialist
Responsible for developing and opening Job Opportunity Announcements (JOA) and bringing them to closure. Additionally, responsible for working with hiring managers to open, create, and track JOAs.
Job Responsibilities
* Understanding of and Experience in Preparing the SF-52
* Knowledge and Application of Priority Consideration Programs - Understand the different programs, how to identify candidates who should receive priority consideration, and how to proceed when a candidate is identified
* Knowledge of Eligibility Requirements - Understand how to identify, define, and assess for the eligibility requirements for positions being announced including:
* Area of Consideration
* Time In Grade
* Promotion Potential
* Area of Consideration
* Specific Eligibilities Applicable To The Announcement
* Position-Specific Eligibilities
* Knowledge of Foundational Resources - Understand what source documentation is necessary to review when creating an announcement. This includes:
* Position Descriptions
* Qualification Standards
* Job Information Summary
* Created based on the position description and qualification standards
* Knowledge and Experience in Announcing Positions - Understand when and how to create and post a variety of announcements:
* Merit Promotion, DEU , Reassignment Opportunity
* Single-Graded, Multi-Graded
* Single Location, Multi-Location
* General Schedule Positions, Wage Grade Positions
* Positions Requiring Promotional Assessments
* Positions Requiring Understanding Of The Promotional Eligibility Directive For The Specific Program Offices
* Understanding Of Protocol for GS-15/IR-01 Positions
* Understanding Of Protocol for Administrative Careers With America Positions

* Knowledge of and Experience in Documenting Case Files - How and why to create case files for all positions announced

Minimum Qualifications
Requires 4-10 years of Federal HR Experience
and BA/BS or MA/MS degree or 6 years of relevant work experience or Associate's Degree plus four years of relevant work experience.
