NCSL has a flexible remote work policy. Building and maintaining our organizational culture is critical and we do so by bringing staff together, in person, for four days each month. The remote work policy provides the freedom to work from anywhere with the requirement that staff come to the NCSL office once a month for team meetings and professional development.
About The Role
NCSL has an exciting hybrid opportunity for a motivated and experienced HR Director to join our team! We believe in having fun, building strong relationships, teamwork, and providing excellent customer service to our employees. This position is accountable for leading the development and execution of HR strategy to support NCSL’s mission while driving the culture and values of the organization for both the Denver, CO, and Washington, DC offices.
The HR Director will report directly to the COO and leads the HR team (HR Coordinator & HR Generalist) in a variety of day-to-day HR initiatives. Our ideal candidate will have a proven track record in all functions of human resources including talent acquisition, onboarding/offboarding processes, benefit and compensation administration, regulatory compliance, policies and procedures, employee relations, performance management, talent development, leave practices, and other important HR processes. The role requires integrity, professionalism, attention to detail, strong organizational and communication skills, and a high EQ while working in a fast-paced environment, under tight deadlines, with confidentiality and discretion to be maintained at all times.
What You'll Do
Plan, develop and execute the organization’s human resource initiatives to advance the implementation of HR programs and strategies.
Provides consultative solutions to the executive management team on organizational development, process improvement, change management, and employee engagement.
Collaborate and partner with staff to build high-performing teams through recruiting, onboarding, and employee development.
Advise managers on performance management, progressive discipline, conflict resolution, and employee relations matters, completing investigations and documentation accordingly.
Research, develop, and update the organization’s policies and guidelines to ensure compliance with federal, state, and local laws. Maintain knowledge of trends, best practices, and regulatory changes.
Track, analyze, and compile statistical information on employment-related data and government reporting including but not limited to recruitment metrics, turnover, benefits costs, compensation, promotions, diversity, veteran/disability status, FMLA, ACA, EEO, VETS, AAP, etc.
Plan, develop, and oversee compensation and performance management programs, policies, and procedures to align with the organization's goals and competitive practices.
Build and foster strong relationships with carriers, brokers, and vendors to provide best-in-class benefit programs and proactively resolve billing, claim or carrier issues.
Administer annual open enrollment process including renewals, project plan, system configuration, file feeds, creating documentation, presentations, and employee communication materials.
Evaluates opportunities to leverage HRIS across the organization, including unused capabilities, to maximize efficiencies.
Provides guidance and leadership to the human resources team, drive innovative thinking, instill collaboration, teamwork, and goal setting.
Develop and deliver training/presentations in large and small group formats on various HR policies, processes, and programs.
Complete special projects by setting timetables, conducting research, developing, and organizing information, and fulfilling transactions for project completion.
Perform other responsibilities as needed.
Share Your Knowledge
This position has 2 direct reports – HR Coordinator and HR Generalist. May oversee an intern periodically.
Supervise, support, and coach staff.
Recruits, interviews, hires, and trains new staff.
Oversees the workflow of the HR team and the program overall.
Provides constructive and timely performance evaluations.
Provides employees the opportunity for ongoing professional development.
Handles discipline and termination of employees in accordance with organization policy.
Work Environment
This position is mostly performed in an office environment, on or off-site, with prolonged periods of sitting at a desk and working on a computer. Team members utilize standard office equipment such as copy machines, laptops, printers, scanners, and smartphones. Some travel to attend special events, and other NCSL offices or participate in recruitment activities (including overnights and weekends by airplane). Qualifications For Success
Bachelor's degree plus ten years of relevant and progressive work experience. Including, five or more years of increasingly responsible leadership and supervisory roles that include oversight of multiple functions, strategic planning, budget development, personnel management, team building, and program development.
Excellence in staff supervision and development (i.e., delegating, supervising, evaluating work and coaching).
Substantial knowledge of assigned areas of expertise or demonstrated ability to quickly attain expertise in a new topic area.
Exceptional writing and presentation skills and the ability to communicate information clearly and credibly to a variety of audiences.
Excellent people and relationship-building skills, ability to function as both a member and leader of the team, and the ability to develop a strong and trustworthy relationship with all internal and external partners.
Ability to work in a politically neutral manner and maintain confidentiality when required.
Expertise in HR policies and procedures, understanding of HR best practices and knowledge of employment laws.
Excellent computer skills, familiarity with MS Office suite, and demonstrated skills in database management and record keeping.
Expertise in managing multiple projects in a fast-paced environment.
Strong organization, time management, and problem-solving skills to provide creative solutions.
Results-driven, detail-oriented with consistent follow-up skills, and ability to work with frequent interruptions.
High level of professionalism, discretion, and ability to maintain composure.
Related HR certification preferred – PHR, SPHR, SHRM-CP or SHRM-SCP
Ability to travel by air approximately 4-6 times per year, with most trips being 1-3 nights, as well as work extended hours, possibly evenings and weekends, usually associated with events/travel.
