SCOPE OF WORK:
The HR Leave Specialist manages employee leave of absence requests (FMLA, VPFL, etc.), ADA requests, and the workers compensation program. This role enters and maintains employee data in the HRIS to ensure accuracy of information.
This role works alongside other Human Resource and Business Office, and district, departmental, and school-based leaders. The position assists in maintaining a professional, friendly, positive and respectful work atmosphere by approaching internal and external interactions and collaborations with a strong customer service orientation.
ESSENTIAL FUNCTIONS:
Essential duties and responsibilities include the following. Other duties may be assigned.
Leave of Absence Requests
Process requests for short-term unpaid leave
Approve/deny based on extenuating circumstances
Determine payroll deduction amount for salaried staff, notify employee and payroll
Update seniority FTE (for teachers only)
Administer FMLA/VPFL ensuring compliance with federal and state law, master agreements and BSD operating practices
Determine employee FMLA/VPFL eligibility in compliance with federal and state law
Issue
Notice of Eligibility and Rights

for FMLA leave
Update standard medical leave notices and forms in coordination with the Director of HR
Request, collect, track and process Medical Certification; request clarification, more information or recertification as necessary
Request, collect, track and process Fitness for Duty; request clarification, more information or recertification as necessary
Determine appropriate paid and unpaid leave use for the duration of an approved leave in compliance with the applicable CBA/contract, and federal and state law.
Serve as primary liaison with employees, school office assistants, supervisors and payroll team relative to employee medical leaves, ensuring timely communication and a high level of customer service
Communicate status of employee medical leaves regularly with supervisors so proper coverage can be obtained
Ensure leave information is shared in a timely and efficient manner with payroll and other HR team members as necessary to maintain accurate pay, benefits and other applicable employment details
Maintain district website with most recent leave forms and information
Create processes and conduct training as necessary to ensure proper and timely notification and implementation of medical leaves
Leave Benefit Management (paid and unpaid)
Update leave codes in the HR/Payroll System
Process employee leave adjustments as necessary in the HR/Payroll System (e.g.: prorating as needed for FTE or job changes, late hires, etc.)
Set up employees with appropriate leave codes and balances in the HR/Payroll System
Approve unpaid leave requests in the system when related to approved leave of absences
Serve as primary contact for leave benefit questions from employees
Support payroll team in processing/paying leave time related to bi-weekly payroll, remain available to answer questions in a timely manner during payroll processing
Create and run various leave reports as requested
Process annual leave updates (carryover and new entitlements)
Maintain shared/communal sick leave banks
Track communal sick leave bank balances
Approve and assign sick leave bank days and maximum to employees as applicable
Update and maintain sick leave bank forms in coordination with the HR Director
ADA Accommodations
Distribute and collect requests for accommodation and associated required medical certification
Work with supervisors to discuss accommodations being requested to make sure they are reasonable under ADA, and to ensure the employee can still complete the essential functions of the job with the noted limitations.
Schedule meeting with employee (and supervisor) as necessary to better understand requests
Communicate status of ADA request to employee in a timely manner
Maintain ADA request files
HRIS System Maintenance
Assign, maintain and update leave benefit codes and balances for employees
Manage deactivation and reinstatement of Employees in regard to their leave
Assist in set up and maintenance of leave benefit tables/codes in the HR/Payroll system
Workers Compensation
Manage workers compensation program
Serve as primary liaison with WC carrier, injured employees, administrative assistants and supervisors relative to claims
Submit First Reports of Injury to WC carrier
Follow up with injured employee as needed
Update workers comp carrier of any change in status (e.g., lost time, medical treatment, return to work)
Send notices to employees as appropriate
Request Supplemental Reports as necessary
Request and obtain Fitness-for-Duty and medical certifications from employees to support any need for leave and/or return to work
Process claim as FMLA/VPFL leave (if applicable)
Maintain OSHA log
Maintain forms and paperwork, ensuring BSD the district internal website is up-to-date with most recent forms and information
Conduct training as necessary to ensure proper and timely implementation of workers comp claims
Periodically review BCBS recommended health providers for hours, responsiveness and reporting
General Administrative Support
Provide assistance with system reporting and maintenance as requested
Serve as the primary contact for all leave related questions, as well as a general contact and informational resource for the HR department. Assist with general questions and triage to the appropriate person when needed.
Continuously evaluate related HR business processes and practices and recommend areas of improvement.
Coordinate, initiate, prepare, process, and/or monitor various forms, records, reports, schedules, and other documents, ensuring timely and accurate completion of documents by other District personnel and/or outside individuals/organizations.
Confer regularly with the Human Resource Assistant Director, other departments, school and District personnel, and/or various outside individuals/organizations to plan and coordinate activities, exchange information and resolve problems.
Serve as backup to the Benefits Specialist as needed
Assist other HR and payroll personnel with special projects as requested
SUPERVISION RECEIVED:
Reports to, supervised, evaluated and receives assignments and direction from the Human Resource Assistant Director. May receive assignments from other Human Resource staff as it relates to project management functions.
SUPERVISORY RESPONSIBILITIES:
Responsible for training and assisting coworkers in areas of knowledge, training and/or expertise to ensure a smooth transition of duties and to provide effective backup.
REQUIRED QUALIFICATIONS:
Education
Minimum Required: Associate's Degree in Human Resources, Business Administration, or related field and 2 years of HR experience, or High school or GED with 5 years of relevant HR experience.
Certification Preferred: SHRM Certified Professional (SHRM-CP)
Experience:
Minimum Required: A minimum of two (2) years of FMLA and/or human resource experience. A strong knowledge of leave related compliance and regulatory requirements necessary. Experience in a school setting desired but not required.

Ability to effectively present information and respond to questions from district administrators and employees and other internal and external constituents.
Mathematical Skills
: Ability to calculate percentages, proportions, averages, and other concepts of basic algebra.
Computer Skills and Experience
: Strong technical background including proficiency in word processing programs, Google applications, web-based platforms needed. Ability to quickly learn new technology and systems is strongly desired.
Reasoning Ability/Mental Requirements
: Ability to define problems, collect data, establish facts, and draw valid conclusions. Ability to interpret an extensive variety of technical instructions in mathematical or diagram form and deal with several abstract and concrete variables.
