This is a reinstatement, transfer or voluntary demotion opportunity for current and former regularly appointed employees of Alameda County.
Reinstatement:
Pursuant to Civil Service Rule 1744: On the request of a department head and approval of the Commission, a regularly appointed employee who resigned in good standing may, within three years after the effective date of his/her resignation, be reinstated in a position in the class from which he/she resigned or in a position in another class for which he/she may be eligible as determined by the Commission. Appointments by reinstatement following resignation are subject to the probationary period established for the class. You must have been a classified County employee in the same job code or in a job code at the same salary maximum and left the County in good standing. In addition, you must meet the minimum and special qualifications of the specific position.
Transfer:
You must be a current County classified employee in the same job code or in a job code with the same salary maximum for which you are applying. In addition, you must meet the minimum and special qualifications of the specific position.
Voluntary Demotion:
You must be a current County classified employee in a job code which is at a higher salary maximum than the vacancy for which you are applying. In addition, you must meet the minimum and special qualifications of the specific position.
DESCRIPTION
THE HUMAN RESOURCE SERVICES DEPARTMENT
The Human Resource Services Department provides state and local mandated support services to all County agencies, departments and to some special districts regarding: merit-based examinations, position classification, salary administration, grievance resolution, disciplinary appeals, labor negotiations, unemployment insurance, employee benefits, disability case management, training and organizational development and provides departmental personnel support services. The Department further supports the Civil Service Commission and its implementation of the Civil Service Rules. This classification specification describes the entry/trainee level of the Human Resources Analyst classification flexibly-staffed series. Incumbents of this classification, under close supervision, develop and conduct classification/compensation studies and salary surveys; make recommendations and implement changes based upon information gathered; recruit qualified applicants, and develop, analyze, validate, administer and rate written and oral examinations; assist and provide technical advice in the administration of the personnel management program of a County agency or department; and does related work as required.
DISTINGUISHING FEATURES
This classification is part of a two-level flexibly-staffed class series of the Human Resources Analyst classifications. Incumbents in this position will be assigned to either the Recruitment and Selection unit or Classification and Compensation unit and report to a Personnel Services Program Manager in either unit in a training capacity. The class of Human Resources Analyst Trainee is distinguished from the next higher one of Human Resources Analyst in that the former class is the entry level in the series and is in training, learning the full scope of the assigned duties and responsibilities, while the latter class is the journey level, independently performing professional level work and having full responsibility for an assignment.
Human Resources Analyst Trainees are expected to gain experience and demonstrate proficiency which qualifies them to promote to the higher-level class after the equivalent of one (1) year of full-time service. Appointment at the Human Resources Analyst Trainee level will not be extended beyond one year.

MINIMUM QUALIFICATIONS
EITHER I
Experience :
The equivalent of two (2) years full-time experience as a Human Resources Technician in Alameda County classified service.
Completion of the Alameda County Management Academy Management and Supervision Certificate Program may substitute for six (6) months of the required qualifying experience.
OR
Education :
Possession of a Bachelor's degree from an accredited college or university.
AND
Experience :
The equivalent of one (1) year full-time experience in a human resources unit that involved hiring, on-boarding, training, or compensation analysis.
Experience as a recruiter working with applicant tracking systems and virtual interviewing platforms is highly desirable.
Substitution :
The equivalent of four (4) additional years of full-time experience may be substituted for the degree on a year-for-year basis.
Special Requirement :
May be required to drive in support of test administration or classification studies to various locations throughout Alameda County.
NOTE :The Civil Service Commission may modify the above Minimum Qualifications in the announcement of an examination.

Knowledge of:
The principles and goals of modern human resources administration including recruitment, training, and compensation.
Basic laws, rules, and guidelines relating to the hiring process and other areas of human resources related activities.

Computer software applications related to work assigned.
Office administration practices and procedures, including record management and the operation of standard office equipment.

Learn and use applicable Charter provisions and Civil Service Rules and Regulations.

Alameda County, California, was established in 1853. The County was created from the territory of two counties created in 1850: Contra Costa and Santa Clara. It was given the local name for the region, Alameda, which translated loosely as a grove of poplars.
