Examples Of Duties
SUMMARY
This position analyzes, reconciles, and processes complex payroll data in a timely and accurate manner to prepare the periodic payroll for multiple assigned employee groups; ensures exceptional customer service with responding to payroll related questions from District staff, banks, vendors, and government offices to facilitate payroll processing and resolve problems.
ESSENTIAL JOB FUNCTIONS
1. Analyzes, audits, reconciles and processes a variety of accounting functions for accurate entry of complex pay and leave data for the assigned employee groups; calculates and enters deductions; adjusts accruals and deferrals; monitors special pay and salary alterations for various employee status changes; computes multiple payroll calculations; transmits ACH file every payday and audits daily error report.
2. Maintains changes and corrections to employee master file information; analyzes eligibility of mandatory and voluntary benefits; maintains mandatory and voluntary employer and employee deductions and benefits; reconciles semi-monthly and monthly electronic billings for benefit accounts; transmits interface files using external agencies websites for submittal; distributes payments for assigned accounts; maintains spreadsheets and reports for reconciling data.
3. Receives, researches and responds, using discretion, to requests from government agencies or private industries regarding IRS levies, support enforcement, wage assignments, verification of employment and other court judgments; complies to request as directed and per District policy and state and federal guidelines; notifies the affected employee.
4. Audits employee edit reports and researches error messages; collaborates with various departments and personnel to resolve discrepancies with employee information; coordinates and reviews corrections in employee records.
5. Collects and examines District timesheets and other payroll related forms to ensure that the information is valid and accurate before inputting information into the payroll system; verifies data between multiple District applications; reviews, researched and corrects applicable error messages.
6. Creates and administers internal audits of various payroll areas to ensure compliance with District policies, state and federal regulations, and collective bargaining agreements; maintains various payroll procedures and guidelines according to District policies, state and federal regulations, and collective bargaining agreements; assists in audits by outside agencies.
7. Presents payroll information to employees; serves as resource with current knowledge of payroll processes; analyzes, interprets, responds to and effectively resolves employee payroll-related questions, problems and requests.
8. Tracks, troubleshoots and resolves system problems and issues of limited scope following District established guidelines and procedures.
OTHER JOB DUTIES
1. Maintains knowledge and skills required for success in the position by participating in professional development activities, as needed or as assigned.
2. Provides back-up assistance to another Payroll Specialist during absences and as needed; with phone coverage and general office duties, as needed or directedduring peak periods and breaks; performs related duties as assigned, on a temporary basis.
3. Regular, reliable, predictable attendance or physical presence is an essential job requirement and critical to the performance of the work.
CONDITIONS
Confined to workstation for prolonged periods; experience prolong visual concentration and exposure to video display; required to occasionally work overtime to meet multiple payroll deadlines; required to work with, and if appropriate, defuse difficult and sensitive situations and/or people; may be required to lift and carry up to 20 pounds, bend, squat, stoop, kneel, crouch, walk, twist, climb, and/or be mobile.
Minimum Qualifications
MINIMUM QUALIFICATIONS
Education and Experience
Associate’s degree in accounting, bookkeeping or business or related field and three years of payroll experience using a computerized payroll system, required; or Bachelor’s degree in accounting or related field with one year of payroll experience; one year of school District accounting experience is preferred; or any combination of experience and training which provides the applicant with the knowledge, skills, and ability required to perform the work.
Licenses/Special Requirements
Fingerprints and successful WSP and FBI background clearance/sexual misconduct clearance.
Certified Payroll Professional (CPP) desired.
Allowable Substitution
Additional payroll experience may substitute on a year-for-year basis for the educational requirement.
