Qualifications
MINIMUM QUALIFICATIONS:
A baccalaureate degree plus three years of professional experience in workforce development, unemployment insurance, marketing, administrative services, social services, job training programs work, education, management analysis, labor market analysis, human resources or any military experience gained at the E-5 rank and pay grade or higher.
SUBSTITUTIONS:
Six years of full-time work experience in any field may be substituted for the required baccalaureate degree.
Candidates without a baccalaureate degree may combine work experience and college credit to substitute for the baccalaureate degree as follows:
A maximum of 120 semester hours may be combined with experience to substitute for the baccalaureate degree.
30 to 59 semester hours credit will substitute for one year of experience towards the baccalaureate degree.
60 to 89 semester hours credit will substitute for two years of experience towards the baccalaureate degree.
90 to 119 semester hours credit will substitute for three years of experience towards the baccalaureate degree.
120 or more semester hours credit will substitute for four years of experience towards the baccalaureate degree.
College credit earned without obtaining a baccalaureate degree may be substituted for a maximum of four years full-time work experience towards the baccalaureate degree. Candidates with 120 or more semester hours of credit, but without a degree, must also have at least two years of full-time work experience to substitute for the baccalaureate degree.
A master's degree will substitute for one year of the required experience.
NOTE:
Any college hours or degree must be from a school accredited by one of the following regional accrediting bodies: the Middle States Commission on Higher Education; the New England Commission of Higher Education; the Higher Learning Commission; the Northwest Commission on Colleges and Universities; the Southern Association of Colleges and Schools; and the Western Association of Schools and Colleges.

Conducts needs assessment of both current and emerging workforce demands. Identifies and responds to business needs, proposes solutions to human resource challenges, manages and coordinates delivery of services, and promotes the services and programs of Louisiana Works and partner agencies. Acquires new business customers and maintains existing, on-going partnership relationships.
Serves as a staff specialist in programmatic specialty areas such as contracts/grants, program audit/ compliance, and technical program support. Provides advanced-level professional support for Workforce Development programs such as examining, inspecting, investigating, tracking of trends, and/or researching of program activity for statewide programs.
Reviews and examines client/participant records to ensure proper eligibility determination, accuracy of recorded information, completeness of participant evaluation, and/or assessment and appropriateness of training services. Investigates allegations of fraud and program abuse and prepares written reports documenting findings.
