Minimum Qualifications

Transfer: Candidates must have one year of permanent competitive or 55-b/c status in the posted title and be eligible for lateral transfer; OR be in
a title allocated to an M-3/SG-29 and be eligible to transfer via Section 52.6 of Civil Service Law. The transfer cannot be a second consecutive transfer resulting in an advancement of more than two salary grades.

Promotion/Provisional: Candidates must have one year of service as an Associate Director Human Resources 2 (Labor Relations) or an Associate Director Human Resources 3 (Labor Relations).
Duties Description
As the Director of Employee Relations, the incumbent will oversee the statewide disciplinary process for a workforce of approximately 20,000 employees located throughout New York State. Duties and responsibilities will include:
-Serve as the Commissioner's Employee Relations Officer, acting as the Commissioner's designee in the administration of OPWDD employee discipline and grievance matters.
-Oversee and direct staff in all disciplinary arbitrations involving OPWDD employees.
-Advise the Commissioner and leadership team members on policy and developing and implementing OPWDD policies and procedures directly related to all areas of labor relations.
-Act as OPWDD's liaison with the Governor's Office of Employee Relations (GOER) in all contract and employee relations matters.
-Oversee and direct staff in all Section 72 and Section 75 Civil Service hearings involving OPWDD employees.
-Communicate directly and indirectly and disseminate information to all OPWDD Directors of Institutional Human Resource Management and Developmental Disabilities State Operations Office (DDSOO) Directors regarding OPWDD discipline and contract grievance matters.
-Serve as management co-chair of OPWDD Statewide Labor/Management Committees and act as the principal liaison with CSEA and PEF.
-Act as the chief liaison with and resources for management in handling all complex or sensitive labor relations issues and/or problems.
-Advise Commissioner and Senior Leadership on agency-wide employee relations issues and contract interpretation.
-Act as the liaison with Counsel's Office on all legal issues involving Employee Relations activities.
-Act as the Chair of OPWDD's Statewide Disciplinary Panel.
