Job Description The Manager of Asset Management is a dynamic role that will be reporting to, and assisting the Director of Operations, to position the Division for optimal performance in accordance with Corporate business objectives.  
Responsible for the development and implementation of the NY Division Asset Management strategy, policy and program in accordance with Veolia standards and/or industry standards that have primacy in each respective business unit to the extent any are applicable.  Develop, lead and fully implement asset management programs for the NY Division and periodically revise as required for compliance with Veolia Policies. The strategy, policy and programs include surface water plants, wells, groundwater treatment facilities, water distribution assets, wastewater plants, wastewater collection systems, Company facilities and real property.
This position is also responsible for the workforce management practices and oversight of methods of work order generation for dispatching personnel for preventative maintenance, reactive maintenance, and customer issues.  The mobile workforce deployed under these includes 150 field employees in 6 service areas.
Periodically this position will also be required to work closely with the Manager, NRW and Growth and the Director of External Affairs to support the Company's growth objectives. These duties include participation on due diligence teams and efforts and support for development of recommendations to drive decisions on growth objectives.  
Periodic travel as needed to support asset and workforce management as well as growth initiatives.  
Nature & Scope-Principal Areas of Responsibilities:
Lead the Workforce and Asset Management Department in the development, implementation and management of the NY Division Workforce and Asset Management strategy, policy and programs.  Work closely with other departments to ensure consistency of workforce and asset management practices.
Develop business driven justifications for capital improvement projects supported by asset management data.  Work with the Director of Engineering and Engineering team during development of the capital project budget to develop cost estimates, scopes of work, and prioritize projects based on criticality, risk analysis, probability of failure and consequence of failure of system assets.  Analyses may include comparison of alternatives based on life cycle cost, business risk exposure (BRE) and other factors as applicable.
Continuously update asset management plans and coordinate revisions with engineering. 
Ensure the asset register remains current and complete.
Represent NY Division on Veolia Asset Management and/or CMMS Governance Committees as applicable to continually enhance and advance the Asset Management program. Additionally, work in concert with the Corporate Operations Support, Technical Services and Engineering groups to ensure adoption of Corporate wide Best Practices and strategies.  
Working with operations management team, ensure required levels of service are met and key performance indicators (KPI) remain current and complete. This includes workforce deployment and optimization to execute  preventative and reactive maintenance work orders. 
Develop and implement risk based assessment methodology, and condition based maintenance program to optimize efficiency, maximize useful life of assets and to support OPEX budget preparation and planning.
Development and implementation of risk assessment, risk management and risk mitigation initiatives designed to minimize risk exposure.   
Preparation and delivery of presentations as required to communicate the asset management program to regulatory commissions and in support of rate filings.
Qualifications Core Responsibilities
•    Degree in Engineering is desired or equivalent work experience in workforce and asset management.
•    A Masters degree and Professional Engineering license is preferable.   
•    Three or more years of experience in workforce and asset management is required.
•    Prior asset management experience is highly desired.
•    Experience in integrating existing, new or newly acquired system assets into a Company portfolio is highly desired.  
•    Possession of valid NYSDOH water operator licensing and/or NYSDEC wastewater operator licensing is highly desired.
 Additional Skills Needed:
•    Proficient Computer Skills including MS Office Suite, Customer Information Systems (CIS), Computerized Maintenance Management Systems (CMMS), Geographical Information Systems (GIS), and cloud based applications for mobile asset and workforce management.
•    Excellent Communications Skills both verbal and written. Ability to communicate clearly. 
•    Strong interpersonal skills and the ability to motivate a team to achieve stated goals
•    Strong organizational skills; task and goal oriented 
•    Proficient Leadership Skills including decision making and planning skills.
•    Demonstrated ability to problem solve technical issues 
•    Demonstrated ability to work independently 
•    Familiarity with water distribution system layout and design
•    Familiarity with groundwater and surface water production facility layout, design and operation
•    Ability to consolidate information to support development of capital plans and operational cost scenarios to support recommendations for maintenance practices 
•    Ability to work closely with consultants as needed
•    On call emergency rotation required
